CONSERVATION, PLANNING, AND ZONING COMMITTEE

Conservation, Planning, and Zoning (CPZ) Committee members present:  J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.

 

Absent:   None.

 

Others present:  B. Cunningham, G. Templin, B. Simmert, G. Greve, S. Pate, B. Bailey, P. Dederich, C. Miller, A. Krause.

 

At 9:00 a.m. Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law. 

 

Adopt agenda:   Motion by D. Polivka/J. Fish to adopt the agenda as presented. Motion carried, all in favor.

 

Motion by D. Polivka/J. Dietz to approve the January 26th CPZ Committee meeting minutes.  Motion carried, all in favor.

Public Comment:

Ali Krause, a jewelry artist in Loganville, spoke of operating an artist retreat on her family farm and adding to the tourism of Sauk County.

 

Communications: 
None.

 

Land Records

a. Department reports and updates.  No Department Report.  Pate stated Felton is at a conference.

b. Review and approval of vouchers.  Pate provided vouchers for January.  Motion by C. Lehman/N. Johnson to approve the vouchers in the amount of $5,880.16.  Motion carried, all in favor.

 

Surveyor

a. Department reports and updates.  No Department Report.

b. Review and approval of vouchers.  Dederich provided vouchers in the amount of $200.00.  Motion by E. Peterson/N. Johnson to approve vouchers in the amount of $200.00.  Motion carried, all in favor.

 

Register of Deeds

a. Department report and updates.  Bailey provided the Departmental report and update.

b. Review and approval of vouchers in the amount of $13,234.50. and $14.47  Motion by E. Peterson/S. Laubscher to approve vouchers in the amount of $13,234.50 and $14.47.  Motion carried, all in favor.

 

Conservation, Planning and Zoning
a.         Department report and updates.  Cunningham reviewed the Department report and spoke of March 15, March 17th  and March 22nd as dates for reviewing the upcoming Manure Management Ordinance with the public and encouraged the committee to try to attend one of those events.

b.         Review and approval of vouchers.  Motion by D. Polivka/N. Johnson to approve vouchers in the amount of $57,092.98 and $13,668.80.  Motion carried, all in favor.

c.  Discussion and review of annual report.  Cunningham reviewed report.

 

Teacher Scholarship Recipient Award Report/Update:  Bruce Stewart.  Aaron Pape introduced Bruce Stewart and explained the teacher scholarship award.  Stewart provided a brief background of required training and credits to maintain his license, as well as how he utilized the scholarship.

 

Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Daniel Mundth located in S18 and 22, T12N, R4E, Town of Reedsburg and Section 24, T12N, R3E, Town of Ironton, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances.  Simmert appeared and reviewed the PRD request being made, a map associated with the requests and the  conversion rate.   Simmert also verified that the Towns of Reedsburg and Ironton approved the request.    Motion by J. Fish/J. Dietz to approve the PRD.  Motion carried, all in favor.

 

Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Dan Gillette located in S6 and 7, T11N, R7E, Town of Greenfield, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances.  Simmert appeared and reviewed the PRD request being made, a map associated with the request and the conversion rate.   He also verified that the Town of Greenfield approved the request.  Motion by D. Polivka/C. Lehman to approve the PRD.  Motion carried, all in favor.

 

Reports

a.         Natural Resources Conservation (NRCS).  Miller appeared and provided a report to the committee.

b.         Farm Service Agency (FSA).    Miller provided the report for Norgard.

c.         Foresters.   No report.

d.         Economic Development Committee.  Polivka stated there will be meeting on February 22nd.

e.         Mirror Lake District.   Nothing to report.

f.          Lake Virginia Management District.    Nothing to report.

g.   Lake Redstone Management District.   Nothing to report.

 

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, February 23, 2016 at 9:00 a.m. and Thursday, March 10, 2016 at 9:00 a.m.  Motion by E. Peterson/J. Fish to adjourn at 10:12 a.m.  Motion carried, all in favor.
