This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell.

5.   APPEALS:

            a. Petition 09-2021.  To hear and decide an appeal pursuant to s.7.149 (2) (a) of the Sauk County Zoning Ordinance where it is alleged that there is an error in any interpretation, order, requirement, decision, or determination my by the zoning administrator or any administrative official in the enforcement, administration, or interpretation of this chapter or of Wis. Stat. § 59.69.  This appeal pertains to the interpretation of Sauk County Code s.7.19 (5) (a).   The appeal is associated with land described as part of the SW ¼ of the NW ¼ of Section 05, Township 09 North, Range 06 East, including tax parcel 028-0116-00000, Town of Prairie du Sac, Sauk County, WI.  (Postponed from June 24, 2021).

 

            b. Petition 11-2021. Granting of a special exception permit pursuant to s. 7.036(5)(a) to authorize the operation of a lodging house. This property is located on real estate described as: S5740 Coleman Road, Section 14, T11N, R6E, Lot 12, Town of Baraboo, tax parcel 002-1307-11200.

SAUK COUNTY BOARD OF ADJUSTMENT

At 9:00 a.m., Chair White called to order the session of the Sauk County Board of Adjustment and introduced the members of the Board, explained the procedures and the order of business for the day. Staff certified that the legally required notices were posted for the scheduled public hearings. 

 

Motion by Allen, second by Peper to adopt the agenda.  Motion carried, 5-0.

 

Motion by Peper, second by Allen to adopt the minutes from the June 24, 2021 meeting.  Motion passed, 5-0.

 

Communications:  None.

 

Appeals:

Petition 09-2021. Chair White noted that due to a noticing error the item will be postponed to the August 26, 2021 meeting of the Board of Adjustment.

     authorize the operation of a lodging house. This property is located on real estate

     described as: S5740 Coleman Road, Section 14, T11N, R6E, Lot 12, Town of Baraboo,

     tax parcel 002-1307-11200.

 

Hillmann appeared and provided the staff report and analysis of the request.  White asked if there are any other lodging houses nearby.  Hillmann noted that another staff member could answer those questions. 

 

Templin from LRE came forward and stated that there are other lodging houses in the area. Peper asked about the Town Board recommendations. Templin stated it was approved by the Town and the Town Board, and that there is a representative from the town present that can answer any questions.

 

Tom Keister representing the applicant Turlakova provided his statement. 

 

Randy Puttkamer, Plan Commission Chair and Town Board Supervisor for the Town of Baraboo stated that the lodging has been in business for 5 years with no complaints or problems.

 

White stated that in one rental agreement the age to rent the lodge is 25 years old and another rental agreement states you must be 30 years old. White ask Keister to make sure those agreements match.

 

White asked if there was anyone else who wished to speak.  Chair White closed the public portion of the hearing and the Board went into deliberation at 9:16 a.m.

 

Motion by White, second by Phephles to approve a special exception permit for the operation of a lodging house with staff conditions and an additional condition that the applicant provide contact information for the County and the property manager to residents with 500 feet of the lodging house, based upon the Findings of Fact and Conclusion as presented.  Motion carried 5-0.

Motion by Allen to adjourn, second by White.  Motion passed, 5-0.  Meeting adjourned at 9:22 a.m.
