1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Sinklair, second by Hartje to approve agenda. Carried.
3. Approve minutes: Motion by Hartje, 2nd by Sinklair to approve meeting minutes from July 07,
2011 meeting. Carried.
4. Public Comment - None.
5. Communications – Tim did note message from Sheriff Meister that no one from the Sheriff’s
Department was going to be able to attend the meeting
6. Business Items:
a. Update on Towers
i. Discuss Fees for lease of Tower space to outside county Government Agencies. Phil noted he had a call from Iowa County wanting to know the cost to lease space on the old Spring Green Tower. It was noted that we do have expenses so providing it at no cost really is not an option. Committee agreed that there should be a fee to help cover our costs. Tim & Phil will look at our costs and come back with a recommendation at the next meeting.
ii. Narrowbanding. Phil noted we are still on schedule with completing the Highway
Department narrow banding this year, this will allow Phil to determine what needs there may be for the Sheriff’s repeater and the EMS Fire repeater channels. Phil also noted that everything is still looking good for the switch of everyone in the June-August 2012 time frame.
iii. Discussion of policy for Backup Communications Center. No one from the Sheriff’s
Department was in attendance to address the policy. Discussed who should cover cost for the equipment that may or may not be necessary for establishing the backup for the Communications Center. Committee felt it didn’t really make a difference so they were fine if it comes from the Communications Budget.
b. Update on Fiber
i. EDA Grant: Permits are pretty much finished up, book will go to Todd for his review and
Certification and then it can be sent to the EDA. The plan is to get the permit package and the request for Bid package to the EDA next week.
ii. Fiber to the Highway Department. Construction has started, we don’t have an exact completion date but expect it will be sometime within the next two months.
iii. Discussion and possible review of lease agreements with WiscNet and Wisconsin DOT. Tim noted he has spoken with Corporation Counsel Todd Liebman regarding an agreement with WiscNet. WiscNet was going to send some samples of the agreements they use now. Phil & Tim noted several concerns about both WisNet and DOT requesting fiber at no cost. Tim will continue to work on an agreement.
c. Report from Fire, EMS and Police Representatives.

7. Next regular meeting is tentatively scheduled for September 1st, 2011 at 8:00 a.m.
