                  i.   Approve “Conveyance of Rights in Land” and “Temporary Construction Easement” for

                       Construction work to be completed on South Boulevard in the City of Baraboo.

Approved Minutes

Members Present:     Tommy Lee Bychinski, Scott VonAsten, Virgil Hartje, Fred Halfen

Excused                    Mark Smooth Detter

Others Present:          Tim Stieve, Phil Raab, Becky Demars, Steve Pate

 1.   Meeting called to order by Bychinski at 3:15 p.m. Compliance with Open Meeting Law was met.

 2.   Adopt Agenda:  Motion by Hartje, 2nd by Halfen to approve agenda. Carried.

 3.   Approve minutes from December 05, 2013 meetings:  Motion by Halfen, 2nd by Hartje to approve minutes.  Carried.

 4.   Public Comment - None.

5.   Communications – None.

 6.   Business Items:

 a.   Update on recording of County Meetings: Discussion of taping recording committee meetings.  Fred Halfen noted he asked for this to be added to the agenda.  Fred noted it would be nice to be able to listen to some of the larger committee meetings when not being able to attend those.  Steve Pate noted it would really depend on what we would want to do, for example, just audio, audio + video, live streaming, etc.  Steve noted a simple handheld unit could easily record audio and be uploaded to the web with existing equipment.  Discussion followed on various options including the items identified by Peak System Group.  Discussed doing some trials of Committee meetings. Chair Bychinski noted he could do the next Finance Committee and Steve will check with the Board Chair to see if the next E&L Committee could also be a trial.  Item to be on the next agenda to discuss further.

 b.   Update on Towers

            i.   Narrowbanding: Phil noted all the equipment is installed in the West Baraboo garage for programming, testing and burn in of equipment.  Had one piece fail that is being replaced under warranty; Tower work is lagging behind due to the weather conditions; completing some fiber software updates; installation at the towers to start soon.

             ii.  Phil suggested we look at modifying ordinances to include space on tower when built for local emergency response agencies.  Discussion followed.  Committee agreed that this should be looked at.

 

       c.          Update on Fiber – Approve “Conveyance of Rights in Land” and “Temporary Construction Easement” for

                  Construction work to be completed on South Boulevard in the City of Baraboo.  Motion by Hartje,

                  2nd by VonAsten to approve.  Carried.

       d.   Report from Fire, EMS & Police Representatives.

           i.    None.

 7.   Next regular meeting was scheduled for March 6th, 2014 at 3:15 p.m.

 8.   Adjourn:  Motion by Halfen, 2nd by VonAsten to adjourn. Carried.
