August 01, 2013

Members Present: Tommy Lee Bychinski, Scott VonAsten, Virgil Hartje, Fred Halfen
Excused Mark Smooth Detter
Others Present: Tim Stieve, Phil Raab, Kevin Fults, Kevin Stieve
1. Meeting called to order by Bychinski at 3:15 p.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, 2nd by VonAsten to approve agenda. Carried.
3. Approve minutes from June 06, 2013: Motion by Hartje, 2nd by Halfen to approve minutes. Carried. Detter
Abstain.
4. Public Comment - None.
5. Communications – Tim noted that Mark Smooth Detter sent an email indicating that he would not be able to attend
this meeting due to his work schedule.
6. Business Items:
a. Update on recording of County Meetings: Tim Stieve provided an update for Steve Pate who was unable to
attend. Since the last meeting the CIC links have been placed on the website for the archived and live meetings,
these links are under the services menu. Also we have seen approximately 60 hits on the meeting in the month
following the meeting. Scott Von Asten noted an issue while trying to view the site whereby clicking directly on
the agenda item was not taking you to that spot in the meeting and he could not fast forward either. Feedback
issues related to Scott Alexander’s mic still exist.
b. Update on Towers
i. Narrowbanding: Phil handed out the resolution along with a spreadsheet showing the final cost breakdowns
related to the changes to correct some of the narrowbanding issues. Discussion followed. Motion by Halfen,
2nd by Hartje to approve resolution. Carried.
ii. Tim handed out and reviewed the amendment to the Alliant Energy Tower lease at the Old Spring Green
Tower Site. Tim noted this is just to continue their existing lease. Motion by Halfen, 2nd by VonAsten to
approve the amendment. Carried.
c. Update on Fiber - Tim noted that WIN is all connecting and now paying on their fiber lease, Fiber and
equipment installed at the Landfill and Training Center.
d. Report from Fire, EMS & Police Representatives.
i. Kevin Stieve noted that Rock Springs and Loganville reported radio issues at the last Fire Chief Association
Meeting.
7. Next regular meeting scheduled for September 5, 2013 at 3:15 p.m.
