A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance, Committee; Health Resources Committee; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Criminal Justice Coordinating Council Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Chair, Michael Albrecht called the meeting to order and certified compliance with the Open Meeting Law at 3:31 p.m.
PRESENT: Jennifer Weitzel, Jessica Mijal, Mark Gumz, Michael Albrecht, Judge Michael Screnock, Nicole Dobbs, Patricia Rego, Patrick Cummings, Timothy McCumber, Jay Englund, Jaime Sathasivam, Lisa Wilson; EXCUSED: Leonie Dolch, Nicole Schlough, Richard Meister; ABSENT: Scott Alexander
Others Present: Amanda Hanson (via Zoom), Lori Dee, Rick Spoentgen, Blake Duren, Louis Birkholz, JoDeen Lowe, Lisa Tuttle (via Zoom), Edward Zapala (via Zoom)
Motion by Patricia Rego, seconded by Jay Englund, to adopt agenda. Motion carried.
Motion by Tim McCumber, seconded by Patricia Rego, to approve the minutes for the previous Criminal Justice Coordinating Council meeting held on September 26, 2024. Motion carried.
Public Comment: JoDeen Lowe introduced herself, Ho-Chunk Nation Chief Judge, Trial Court, Black River Falls. JoDeen sits on a counterpart committee in Jackson County.
Election of CJCC Officers: Discussed the bylaws requirement to hold election of officers.
Motion by Tim McCumber, seconded by Jay Englund, to nominate Michael Albrecht for Chair. Motion carried.
Motion by Tim McCumber, seconded by Jessica Mijal, to nominate Jennifer Weitzel for Vice-Chair. Motion carried.
Michael Albrecht closed the nominations.
Discussion and Possible Action Regarding Creating a Working Group to Review Possibility of a Veteran’s Court in Sauk County: Amanda Hanson shared information a possible funding option with a Federal grant in 2026. Amanda would like a few people to help with data collection before proceeding with applying for grants. Data Amanda collected from the jail from 10/2023 to 10/2024 reportedly showed 62 people said they were veterans; 30 were Sauk County residents. Contacts for the Veteran’s Administration are Tony Tyczynski, Lisa Tuttle, and Ed Zapala. Lisa and Ed introduced themselves and explained their involvement with Dane County’s treatment court. Dane County accepts cases from outside Dane, including Sauk County. Louis Birkholz, Sauk County Veterans Service Officer, spoke about their mentor program, not having enough staff, but creating a list of volunteers who are willing to be mentors. Louis indicated the Veterans office gets notified if someone from the jail asks to talk to a service officer and they go meet with the inmate to offer resources.
Motion by Michael Albrecht, seconded by Patricia Rego, to approve creating a working group to research the possibility of a Veteran’s Court in Sauk County consisting of representatives from the DA’s, Public Defender’s, and Veterans’ offices. Motion carried.
