Members Present: Judge Screnock, Tim McCumber, Michael Albrecht, Patricia Rego, Dan Brattset, Chief Cummings, Thomas Dorner, Kara Rolf, Cathy Warwick, Judge Joanne Jones, Delmar Scanlon, and Brent Miller.
Members Absent: Noelle Sapiro, Captain Lange, Elizabeth La Broscian, Brian Basham, Leonie Dolch,

Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:32 p.m.
Adopt Agenda:
Motion by Rego, second Dorner to adopt agenda. Motion carried.
Minutes:
Motion to approve minutes by Warwick, second by Rego. Motion carried.

Monthly Justice, Diversion, and Support Report/ JDS Presentation
- Amanda Hanson was promoted from Case Coordinator to JDS Supervisor role
- 2020 was stressful and there continue to be hurdles for JDS. Working on hiring new ATC Case Coordinators and Administrative Specialist after the previous staff left. Kristen is assisting with Administrative duties until the new staff is trained.
- Amanda Hanson presented on ATC, SUDS, and Education Navigator.
- Met January 13th – Follow up on issues. Stepping up Module 3. Discussion about DPA’s and how they can do it on everything except drunk driving. Statistics on DPA? DA’s Office feels they use them when they need to.
- Judge – if it is taken through Legislative may cause more restrictions.
- Rick Spoentgen- Some drug charges say they have to offer DPA. Overdose aider – no charge – law expired.
- Discussion about JDS and DA’s Office working together on DPA program. Brent Miller advised Brown County DHS supervises DPA program. Possibly a TAD grant for funding. Amanda- it would restrict prior violent offenders from being in program.
- Discussion about modifications of bond – EMP for monitoring private entity. Lange will get more data.
- Kara Rolf discusses about disadvantaged individuals.
- Rick Spoentgen – reduce bond with add-ons.
- Discussion that the person would need to speak with advocate prior to assessment. Assessment and treatment needs – deferred for more discussion.
- Captain Lange gave an update on electronic data collected.

Adult Justice Systems:
- Transportation and housing – homelessness group.
- Next Meeting: 02/10-2021.
Juvenile Justice Systems:
- Jeff Weiler taking over in February
Victims Services Committee:
- Child advocacy room
- Took to Chiefs
- Next quarter progress
- Update on Marcy’s Law – DA’s Office challenge to navigate new rights and obligations of DA’s Office. DA’s Office feel they are doing good with it.
