Members Present: Judge Screnock, Michael Albrecht, Patricia Rego, Dan Brattset, Chief Cummings, Lewis Lange, Thomas Dorner, Cathy Warwick, Jay Englund, Allison Markowski and Brent Miller.

 

Members Absent: Noelle Sapiro, Elizabeth La Broscian, Brian Basham, Judge Joanne Jones, Delmar Scanlon, Tim McCumber,

 

Others Present: Rick Spoentgen, Paul Kujak, Amanda Hanson, Ben Miller, Sasha Ripley, Amanda Reimer, Monica Neumann, Casey Mathis

             

Call Meeting to Order:

The meeting was called to order and certification of Open Meeting compliance was given at

3:32 p.m.

 

Adopt Agenda:

Motion by P. Rego, second by C. Warwick to adopt agenda. Motion carried.

 

Minutes:

Motion to approve minutes by T. Dorner, second by P. Rego. Motion carried.

 

Public Comment:

None

 

Communications:

None

 

Election of Citizen Members:

Judge Screnock moves that the Committee approve the election of Bill Harris and Paul Kujak. Motion carried.

 

Monthly Justice, Diversion, and Support Report/ JDS Presentation

Amanda Hanson introduced the JDS team.

Education Navigator- Sasha Ripley: her program is funded by a yearly donation from SSM Health.

SUDS- (Pre-booking diversion program) Ben Miller: The SUDS program can assist participants with housing, emergency housing, living essentials, counseling, and medical assisted treatment. His program is funded by Department of Justice.

Monica Neumann- Program Case Coordinator

Amanda Reimer- Program Case Coordinator

Casey Mathis- Administrative Specialist

Review and Approve Updated Treatment Court Policy & Procedures Manual

T. Dorner suggests two changes be made. Page 3 and page 19.

Motion to approve manual after above two changes by B. Miller, second C. Warwick. Motion carried.

P. Rego requests the Committee members all receive a hard copy of the manual.

 

Review Proposed Changes to the CJCC Bylaws

P. Rego motions the bylaw members to include a representative from the Health Department, second by D. Brattset. Motion carried.

 

Discussion on County Efforts to Study Low-Income Housing Opportunities

D. Brattset would like there to be only one resource guide create to eliminate incorrect information from being disseminated.

CDC- no evictions until 3/31/21. Concerns regarding evictions after the order is lifted will need to be discussed.

 

Committees: Report

Adult Justice Systems:

Lewis Lange will work on data from jail system to present to CJCC.

  • Next Meeting:  03/03/2021 @ 3:30 p.m. in Rm 213

 

Juvenile Justice Systems:

D. Brattset- re-booting membership & re-engaging program from Pre-Covid.

  • Next Meeting: 3/17/21 @ 3:30pm in EMBS room.

 

Victims Services Committee:

R. Spoentgen spoke briefly on the Child advocacy Program.

  • Next Meeting: 3/24/21 @ 3:30pm in Room 213

 

Next Meeting Date and agenda items:

3/18/21 at 3:30 p.m. in County Board Room.
