Present: Kerry Beghin, Joel Chrisler, Ian Crammond, Mark “Smooth” Detter, Mike Flint, Pat Gavinski, Emily Greenwood, Bryant Hazard, Marty Krueger, Brent Miller, Judge Michael Screnock, Lisa Wilson
The meeting was called to order by Brent Miller at 1:30 PM. Certification of open meeting compliance was given. Motion by Flint, second by Chrisler to nominate Krueger to act as Chair for the meeting, close nominations, and cast a unanimous ballot.
Public Comment: None
Review and Consideration of Capital Improvement Plan: Beghin recapped the process and criteria for inclusion in CIP Plan. She noted it is a big picture look at long range planning. Its purpose is to prioritize and identify projects/purchases and possible funding over the upcoming ten years. Important to balance financial resources and organizational capacity.

Grounds Improvements – to provide emergency access around the building
Greenwood noted the projects focus on wear and tear of the facility. The HEPA filtration upgrade is bid as a 2022 project as an improvement in response to COVID funded by American Rescue Plan Act (ARPA) funds. All projects are either using HCC fund balance, Certified Public Expenditure (CPE) Medicaid funds or ARPA funds.
Highway
Equipment Replacement: Gavinski noted typical plan to replace and repair equipment to maintain reliability.
New Highway Shop: Currently have $50 million as an estimate, with most expenditures in 2023.
Various Highway Road Projects/Construction: Gavinski reviewed the projects, and state funding available.
Various Shop Yard Paving: Maintain county highway multiple properties yards and locations, recurring expense.
University of Wisconsin (UW)-Platteville Baraboo Sauk County:
Hazard reviewed a priority of roof replacement. Other projects are maintenance needs. Discussed use of ARPA funds for fine arts project in 2022, likely carried forward to 2023. Discussed shared ownership with the City of Baraboo, who has not yet acted on this project list. Motion by Flint, second by Chrisler to fund projects as listed with General Fund balance. Motion carried.
Management Information Systems (MIS) Miller noted the necessary maintenance of mission critical systems. All projects are long term maintenance of systems with finite lives where systems need to be version specific. Discussed the coordination of projects with building services.
Phone System and Hardware Upgrades Ongoing appropriations to update countywide phone and voice mail systems. Systems are constantly changing and linked to the computer network.
9-1-1 Phone System Replacement (replacement about every 7 years, next in 2027): System replacement annualized for future replacement to smooth the budget. Amounts carried forward until replacement needed.
Network Infrastructure, Firewall, Core Switch - Switches, router, uninterruptible power supplies, etc. at the Courthouse and Law Enforcement Center.
Virtual Infrastructure – The main infrastructure that hosts and stores all County systems and servers.
Building Services: Crammond noted many projects are planned over multiple years to keep the County budget smooth. Many items are typically in the plan each year.
Communications System Upgrades (every year): Recurring CIP item to maintain the County network of communication channels including 156 miles of fiber network and 9 tower sites. Tower Site Remote Monitoring Equipment (2024): Upgrade equipment and panic alarms in county facilities. Upgrade Radio Equipment due to Manufacture end of life (2025). Additional (new) site development at Bug Tussel Tower Sites (2026 and 2028).
Tuck-pointing / Caulking of Facilities: Ongoing inspections, maintenance/repairs of caulk and tuck-point joints on facility concrete panels and stones. Every year worst areas are repaired.
Communications Center-Radio Console replacement (replacement every 10 years, next in 2027/2028): Main dispatch radio system utilized for communications with all fire, emergency medical services, law enforcement, highway and other public service agencies. Recurring budget item to smooth budget, existing equipment was installed in 2003 and replaced in 2015. Life expectancy is 10-12 years. Digital/IP based systems need to be updated and current to operate.
Courtroom Video Arraignment Upgrade: Upgrade the sound and video arraignment systems in Circuit Court branches. Plan to incorporate improved technologies into the courtrooms. Discussed reduced cost of transports.
Fiber Network Locating Upgrade: Contract for a company to install locating equipment at fiber vaults. About 125 located around the County currently, plus planning for additional vaults and possible damaged locators. Motion by Flint, second by Detter to fund fiber locating with ARPA funds. Motion carried.
Energy Saving Measures: This is an ongoing effort to implement identified cost saving measures. Unused funds are carried forward. Includes updating building controls from pneumatic to digital at the Historic Courthouse, Reedsburg Human Services, and Law Enforcement Center.
Historic Courthouse Clock Tower Refurbishment: Motor and drive system have been replaced. Clock faces and hands need refurbishment to remain operational. Motion by Detter, second by Chrisler to fund clock tower refurbishment with General Fund balance. Motion carried.
Replace Roofs: LEC/Huber 2024; budget annually for needed maintenance on facility roofs.
Elevators – Courthouse Annex and Court Holding: When elevator hydraulic cylinders do not pass pressure inspection it will need to be replaced immediately. Amount was budgeted in 2017 will carry forward until needed. Elevator is from 1966 but continues to pass inspection.
West Square Cooling Tower Rebuild: Drastically needed in 2023 with a complete teardown to remain operational.
Carpet Replacement: Replace in Courthouse soon, with West Square soon thereafter.
Re-Gasket, Check Bearings on Chiller Units: Chillers West Square/Courthouse 2024, Law Enforcement Center 2027; rebuild as scheduled maintenance chillers at County facilities.
Remodel and Building Security: Plan for office space remodels to keep spaces secure and up-to-date.
County Clerk
Election Equipment Replacement: Miller commented it is a placeholder until needed in future.
Circuit Courts
Fourth Jury Courtroom: Judge Screnock noted the County is in the middle of state’s list as far as need.
Land Resources & Environment (LRE)
ADA Transition Plan Implementation: Required improvements subsequent to Americans with Disabilities Act audit.
Sauk County Farm: Multiple educational opportunities for the property. Detter hoped for a “Friends” group that could participate in improvements and ongoing maintenance costs. Make sure the ambitious plans take into account ongoing costs.
White Mound County Park: Many potential upgrades based on the master plan developed, including both new opportunities and large maintenance items.
Great Sauk State Trail (GSST) Expansion Plans/Designs & Construction: Wilson reviewed the next projects for expansion of the GSST. Discussed bridge over Wisconsin River and connection with Dane County trail.
Motion by Flint, second by Detter to approve the plan with previous adjustments included and forward to the Administrator for inclusion in the 2023 budget. Motion carried.
Motion by Flint, second by Detter to adjourn the meeting. Motion carried.
