Reason for Meeting
1. Meeting called to order 6:02 pm and certified compliance with open meetings law.
2. Review Agenda: Agenda adopted, motion Schmelzer, 2nd Poelma, all in favor.
3. Review Minutes: July 24, 2014, motion Poelma, 2nd Ashford, all in favor.

5. Public Comment
Gail Lamberty: Thanked Ho-Chunk rep. for taking notes and preparing minutes. Informed group of discussion she had with U.W. Baraboo staff regarding opening on BOMC for U.W. Baraboo stakeholder and potential for someone from U.W. Baraboo to 2
take minutes. Asked that Chairperson check into BOMC’s ability to pay a non-county staff person to take minutes.
Bill Wenzel: Commented on need for detailed minutes in order to get accurate account of discussion taking place. Minutes from last meeting did not accurately reflect his statements and that audio file he reviewed from regular county board meetings was poor quality and unusable.
Rob Nurre: BOMC needs to stay focused on what is important including the WDNR master planning process and making sure the Badger Re-use Report is the guiding document for planning on all Badger lands.

2. Planning and Land-use: Minutes distributed from 7/10/14 meeting, brief summary of meeting.

Commissioner Reports
1. WDNR: Concrete recycling contract being finalized. Contractor will have until March 15th to complete contract. WDNR staff will meet with contractor to work out timeline for open and closed periods due to hunting on the property. In general the property will be closed with the exception of the regular 9-day gun deer season. Finalizing maps of areas open to hunting and roads open for use during this time. Air National Guard MOA has been signed allowing for the continued use of the property for training. MOU with Army reserve to have WDNR parcels surveyed for obstacles and have Army surveyors locate parcel corners and boundaries. Master plan is on schedule and is expected to be released this fall.

3. Town of Sumpter: Not present
4. Sauk County: No report
5. Ho-Chunk: Informed group that staff had met with WDNR to discuss groundwater monitoring results from wells sampled on lands slated for transfer to the Nation. Ho-Chunk has also obtained current inventory of infrastructure remaining on lands slated for transfer
Stakeholder Reports
1. Badger History Group: Waiting on WDNR for report on Building 207, working on fundraising plans if remodeling of building 207 is allowed.
2. CSWAB: Distributed maps on ground water sampling results and provided brief summary.

3. U.W. Baraboo: Not present, to be contacted regarding representation.
4. Baraboo School District: Not present, to be contacted regarding representation.
5. Bluffview Sanitary District: Not present, to be contacted regarding representation.
6. City of Baraboo: Commented that stakeholders can’t be restricted from participating in the discussions taking place at BOMC meetings and that group needs to operate under the mission of the BOMC while adhering to values and criteria of Badger Re-use Report.
7. SPCA: Apple Corp event being held October 3-4 and will include field day at Badger. SPCA has vacated Building 207 and temporarily has placed items in storage.
8. Sauk Prairie School District: Not present, to be contacted regarding representation.
9. Wisconsin Wildlife Federation: Expressed their continued commitment and support to BOMC and stressed the importance of building partnerships to have a positive outcome for the property as a whole.
10. Village of Sauk City: Raised concerns regarding fire protection and other emergency services being provided at Badger. Efforts need to be coordinated to assure public safety.
11. Pheasants Forever: Asked if WDNR land could be available for Pheasants Forever Pollinator Program prior to master plan being released.
Liaison Reports
1. Army: Not present
2. USDA-DFRC: Commented that use of the title SPRA does not accurately reflect landowner status at Badger. Working with SPCA to support Apple Corps project and upcoming workshop. Sauk Co. master gardeners visited research farm and Badger property. Rick Walgenbach attended Great Sauk Trail meeting and intends to serve as advisor to that commission.
New Business Items
1. Reconstitution of Exec and Finance Committee: Need legal clarification on formation of the committee without having the office of secretary/treasury filled. Commission agreed to move forward with reconstituting committee. WI Wildlife Federation and CSWAB volunteered as stakeholder reps on the committee. Motion by Poelma, 2nd Ashford to have WWF and CSWAB serve as stakeholder reps. Poelma, Ashford in favor, Schmelzer abstained.
2. Consideration of consultant proposals: SPCA commented that commission may wish to seek additional proposals through the RFP process. WWF outlined four key points when considering the RFP and consultant. 1. Consultation with full commission including commissioners and stakeholders. 2. Importance of maintaining regular BOMC meetings and having additional meetings for tasks related to RFP. 3. Exec and Finance Committee oversee consultant process. 4. Mission statement of BOMC not be changed.
3. Status of BOMC on Great Sauk Trail Commission: Discussion of role of stakeholder versus advisor on Great Sauk Trail Commission and what is appropriate for BOMC.

Stakeholders may also wish to approach trail commission to obtain advisor or stakeholder status for the group they are representing.
4. Next Meeting Date: September 18th.
5. Public Comment:
Mary Carol Solum: Stakeholders are important to decisions regarding Badger and need to be engaged and continue moving forward towards a positive end result.
Gail Lamberty: Request Exec and Finance Committee to meet before next regular BOMC meeting.
Bill Wenzel: Badger and Great Sauk Trail biggest assets to region and imperative that the two complement each other and are not in conflict.
