This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. This property is located on real estate described as: E13111 County Rd W, CSM #3593, Section 34, T11N, R7E, Town of Greenfield, tax parcel 018-0104-30000.
B. SP-02-2021. Mathy Construction Company/Milestone Materials, requesting a Special Exception permit pursuant to s. 7.038(1)(i) of the Sauk County Zoning Ordinance to authorize the continued operation of a non-metallic mining site (including asphalt plant), one acre or greater and a Non-Metallic Mining Reclamation Permit pursuant to s. 24.05 of the Sauk County Non-Metallic Mining Reclamation Ordinance. This property is located on real estate described as part of the W½ of the NE¼, part of the E½ of the NW¼ and part of the NW¼ of the SE¼, including CSM 3841, lot 1, of Section 22, Township 12 North, Range 6 East and part of the SE ½ of the NE¼ of Section 22, Township 12 North, Range 6 East, including parcels 002-0682-00000, 002-0683-00000, and 002-0685-00000, Town of Baraboo.

At 9:00 a.m., Chair White called to order the session of the Sauk County Board of Adjustment and introduced the members of the Board, explained the procedures and the order of business for the day. Staff certified that the legally required notices were posted for the scheduled public hearings.
Motion by Allen, seconded by Mercer to adopt the agenda. Motion carried, 5-0.
Motion by Mercer, seconded by Allen to adopt the minutes from the November 19, 2020 meeting. Motion passed, 5-0.
Communications: None.
APPEALS:
A. SP-01-2021. Kool Vacations LLC, requesting the granting of a special exception permit pursuant to s. 7.036(5)(a) to authorize the operation of a lodging house. This property is located on real estate described as: E13111 County Rd W, CSM #3593, Section 34, T11N, R7E, Town of Greenfield, tax parcel 018-0104-30000.
Templin appeared and presented the staff report and agency analysis for the request. Templin verified that the Town had reviewed the request, however they had not provided the department with anything in writing. She concluded with the staff recommendations should the BOA chose to approve the request.
Travis Kuehl, applicant, appearing in favor of the request. Stated they have been working with Terrytown Plumbing to look into the septic and will do what is needed so as soon as the ground unthaws. He understands that they are limited to 6 occupants until the septic is upgraded.
White asked for a copy of the house rules. Kuehl provided a copy of those.
Peper asked about the Public Health inspection. Kuehl state it is conditionally approved based on a carbon monoxide inspection.
Mercier asked about the duration of the rentals. Kuehl stated it is a short term rental and could stay a minimum of 2 day or up to 2 weeks. Mercier questioned new state statutory requirements.
White spoke of adding rules of hours for quiet times, no camping, and no fireworks to the house rules.
Allen asked about the septic verification.
Robert Greenwood, appearing as interest may appear, stated that he is concerned that the septic needs to handle the number of occupants and no loud parties. He also asked for 24-hour contact information in case he needs get a hold of someone.
As no one else wished to appear, Chair White closed the public hearing portion of the meeting at 9:20 a.m. and the board went into deliberation.
White spoke of updating the house rules, and notifying the neighbors of the operation.
Motion by White, seconded by Mercier to approve the request for the operation of a lodging house with conditions recommended by staff, and to add to a copy of the house rules that no camping or fireworks were permitted and quiet hours beginning at 10 p.m. as well as a notification to the neighbors and with contact information. Motion carried, 5-0.

John Traxler, Milestone/Mathy/Gasser, applicant, appearing in favor, stated that staff addressed much of the information and he could address any questions the board had.
Allen asked about the hours of operation and why they don’t operate every Saturday in a month. Traxler explained it came from previous requests.
Randy Puttkamer, Town of Baraboo, appearing as interest may appear, spoke highly of the operation and the work they do within the town. He also spoke of the community outreach they do and requested the board approve the request.
As no one else wished to appear, the public hearing portion closed at 9:45 a.m. and the board went into deliberation.
White stated this is a good operator and this renewal is positive.
Allen stated that he feels this request is cut and dry and this operation is good to work with.
Mercier stated he has no negative comments.
Phephles stated he sees no reason not to renew it based on the testimony and history of the operation.
Peper spoke of a personal experience with the operation and felt the application was a good one.
Motion by Allen, seconded by Peper to grant the special exception permit to authorize the continued operation of a non-metallic mining site (including asphalt plant), one acre or greater and a Non-Metallic Mining Reclamation Permit, with the recommended conditions of the Land Resources & Environment Department. Motion carried, 5-0.
Next meeting date: Thursday, March 25, 2021.
