Heroin Arrest

NEWS RELEASE

On February 24th, 2015 at 12:05 AM, in the Town of Sumpter, Sauk County, a traffic stop was conducted on a vehicle in which the Driver was arrested for 5th offense Operating a Motor Vehicle while Intoxicated. RYAN W. FRANKLIN, 29, of Madison, WI., was a passenger in the vehicle and was arrested for a probation violation. Both men were transported to and incarcerated in the Sauk County Jail.

As the vehicle was towed away, an amount of an unknown substance was found at the site of the stop.

Additional investigation into the package recovered revealed that it contained 19.6 grams of Heroin with an approximate street value of $3,900.00, and that DNA matching the passenger of the vehicle, FRANKLIN, was present on the packaging.

As a result of that investigation, on May 7th, 2015, Sauk County Detectives met with FRANKLIN at Dane Countys Ferris Center where FRANKLIN was being held on unrelated charges. A search warrant for FRANKLIN’s DNA was executed in order to confirm the DNA hit on the material.

FRANKLIN has been charged with a violation of Wisconsin Statute 961.41(1m)(d)3, Possession with Intent to Deliver more than 10 grams of Heroin, a Felony Offense.
