Purpose

To add members to the Justice Continuum to more closely mirror a Criminal Justice Coordinating Committee.

Res 49-13 started the continnum to look at these types of pre-planning items.

WHEREAS, on August 20, 2013 the Justice Continuum was created by the Board to coordinate efforts across departments and committees that pertain to programs typically aligned with clients of the justice system; and,

 

WHEREAS, in order to create the array of evidence based programming to address the complex issues associated with clients of the criminal justice system the expansion of the existing committee composition is recommended; and,

 

            WHEREAS, the Justice Continuum believes it to be in the best interest of the County to create a Criminal Justice Coordinating Committee (CJCC), thereby creating a comprehensive interagency and intergovernmental level committee where planning and coordination are focused on the justice system as a whole.

       

NOW, THEREFORE, BE IT RESOLVED,  by the Sauk County Board of Supervisors, met in regular session that this special committee shall be comprised of the following membership that created the Justice Continuum:  Five board members appointed by the County Board Chairperson that shall include: one supervisor from the Executive and Legislative Committee; one supervisor from the Human Services Board; one supervisor from the Law Enforcement and Judiciary Committee; and two Supervisors at large, a Circuit Court Judge, the District Attorney, The Sheriff, and Human Services Director; and,

 

            BE IT FURTHER RESOLVED,  that Resolution 49-13, is amended in part, and the Justice Continuum is expanded to include:  Public Defender, Probation Officer, and a School District Representative, and the Criminal Justice Coordinator as an ex-officio member; and,

 

BE IT FURTHER RESOLVED, that the Criminal Justice Coordinator is an ex-officio member of the committee without voting privileges; and,

 

            BE IT FURTHER RESOLVED,  that this committee is expected to:

 

  • Develop an understanding of how cases are processed from arrest to final disposition, particularly of persons who are spending time in the jail system;
  • Lead policy development on the initiation, development and utilization of other correctional sanctions and options.
