Purpose

The property on this resolution has delinquent 2009 real estate taxes.  It is eligible to be taken on a tax deed by Sauk County.  This resolution is authorizing the County Clerk to issue a tax deed on this property.

Background

The City of Reedsburg has contacted me that they are interested in this property.  they have not determined a use for the property, but have several options.  Could be used for municipal expansion or redevelopment.  On November 14, 2013, I received an e-mail from Ken Witt, City of Reedsburg Administrator, expressing their interest in writing.

The improvement on this property is a building that had a former bar (lower level) and apartments (upper level).  The City currently has this property under a condemnation order and is set to be razed.  They have delayed the razing portion so that the City could acquire the property.  If the property is owned by the City and then razed, they can apply for brownfield grants to help reduce the cost of demolition and abatement.

Mr. Witt and I have discussed the process of In-Rem for properties that we have taken on a tax deed and for whatever reason, warrant clear title immediately.  We have decided that after the county takes the property on a tax deed, that the county will begin the In-Rem process to clear title and then the county will quit claim the property to the city.  The city has agreed to pay any costs associated with the In-Rem process.

The county will not have to be involved or have any financial burden associated with the demolition and abatement of the property.
