The meeting was called to order by Finance Committee Chairperson Bychinski at 11:00 AM.  Certification of open meeting compliance was given.  Motion by Flint, second by Berlin to nominate Bychinski to serve as chair of the joint meeting.  With no further nominations, motion carried.

 

Motion by Krueger, second by Moore to adopt the agenda.  Motion carried. 

 

Public Comment:  None

 

Discussion and consideration of new position requests associated with the compilation of the 2018 budget:

 

Public Health – Public Health Nurse

Motion by Bychinski, second by Flint to reconsider the Public Health Nurse new position. Motion carried.  Warwick distributed Nurse Family Partnership (NFP) program information and reviewed program history and highlights.  Staffing, caseloads, program costs and future funding were discussed.  The permanency of the position was discussed.  Warwick commented on the NFP calculation based on birth rate and Medicaid projections of the number of program referrals.  Motion by Krueger, second by Flint to approve the position creation.  Aye:  Berlin, Bychinski, Flint, Krueger, Moore, Peterson.  Naye:  Meister, Netzinger.  Motion carried.

 

Sheriff’s Department– Sergeant (Patrol)

Flint reviewed the need for an additional patrol sergeant and related equipment.  The Finance Committee has approved in the budget adding the sergeant position beginning July 1, 2018, increasing inmate housing revenues by half that cost, and funding equipment for additional staff through carryforward from 2017.  Motion by Moore, second by Netzinger to approve the position creation.  Motion carried.

Motion by Krueger, second by Flint to adjourn the meeting.  Motion carried.
