Purpose

Create new Board rule limiting special advisory referendum questions.

Background

Sauk County is empowered through its County Board to place special advisory referendum questions on spring or fall ballots. While thoughtful consideration of an advisory referendum question may be diminished by too many simultaneous referendum questions, no statute or other legal authority specifically limits the number of special advisory referendum questions that the Sauk County Board may place on a spring or fall ballot at the same time. Proposed County Board Rule III.E. established through this resolution constrains the number of advisory questions on a spring or fall ballot through timing and vote requirements.

Resolution Body

NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors,

met in regular session, that the following timing and vote requirements for special advisory referendum questions be and are hereby adopted as County Board Rule III.E.:

The County Board shall send a special advisory referendum question to the County Clerk for placement on the next spring or fall ballot only if a supervisor submits the question in writing to the Board not less than one-hundred-twenty (120) days prior to the date of the next election and the question is approved for ballot placement by a two-thirds (2/3rds) vote of the Board.

For consideration by the Sauk County Board of Supervisors on October 16, 2018.
