Purpose

APPROVE DISSOLUTION OF THE OPERATING AFTER REVOCATION PROGRAM AND NOTIFYING ATTIC CORRECTIONAL SERVICES OF INTENT TO ALLOW THE VENDOR CONTRACT TO EXPIRE WITH NO INTENT TO RENEW.

Background

On April 21, 2015, the Sauk County Board of Supervisors approved resolution 41-15 authorizing a contract with ATTIC Correctional Services to operate an Operating After Revocation/Operating Without a License (OAR/OWL) program at the Baraboo location.  The resolution was based on the number of criminal traffic citations for these offenses from 2013 and 2014. The goal of the program was to reduce these offenses by half, thereby reducing the financial burden of prosecuting the offenses. The Sauk County District Attorney reviewed the OAR/OWL program numbers and reported since the program began there has only been a 10 – 15 % reduction in processing these offenses. The District Attorney has decided to implement a new process for OAR/OWL offenses, which will eliminate the need for a diversion program and ATTIC services.

The current contract with ATTIC will expire on December 31, 2018. Sauk County Criminal Justice Coordinating Council will issue notice to ATTIC indicating the contract will be allowed to expire and will not be renewed for 2019. However, current participants will be able to finish the program for an approximate cost of $7500 in 2019.
