Purpose

Background: Sauk County and the Sauk Prairie Police Department jointly applied to the Wisconsin Department of Justice for a pilot pre-booking diversion program. On May 22, 2018, the State awarded the grant in the following disbursement amounts: 2018 - $100,000; 2019 - $100,000. The program will divert individuals with a substance use disorder (with a focus on opiate addiction) from entering the criminal justice system or receiving new criminal charges for behavior related to substance abuse. Intervention occurs based on social contact (an individual known to police as a user) prior to criminal activity or prior to booking if sufficient charging evidence is present. Specific criminal offenses are eligible (i.e. misdemeanor, non-violent offenses). A case manager will administer the program. Sauk Prairie Police Department will provide the physical space needed for the position and all wages, services, supplies, and monitoring are paid for through grant funding. The intended service area of the pilot program is the portion of the Sauk Prairie school District within Sauk County. This pilot program is consistent with the goals and mission of the Sauk County Criminal Justice Coordinating Council and has the potential for countywide expansion if proven effective and sustainable. Success will be measured through successful diversion from the Criminal Justice system, completion of treatment, and successful completion of the program.

NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, the Wisconsin Department of Justice Pre-Booking Diversion Grant is hereb accepted in the amounts specified above.

 

BE IT FURTHER RESOLVED, that the creation of one full-time (1-FTE) Case Manager position, as described in the attached job description, is hereby approved outside the budget cycle so long as it is funded through the aforementioned grant.

 

BE IT FURTHER RESOLVED, that the Sauk County Criminal Justice Programs Manager is authorized to enter into a Memorandum of Understanding with the Sauk Prairie Police Department for the purpose of implementing and supporting the grant program operation.

 

BE IT FURTHER RESOLVED, the budget of the Sauk County Criminal Justice Coordinating Program is hereby amended to reflect the grant acceptance and disbursement.
