AUTHORIZING TO CONTRACT WITH NIEMAN CENTRAL WI. ROOFING. TO REPLACE SPECIFIED SECTIONS OF ROOF ON THE SAUK COUNTY LAW ENFORCEMENT CENTER

Background: The Sauk County Law Enforcement Center is home to the Sheriff’s department offices, Huber Center and County Jail. The facility has a rubber ballasted roof that has come to the end of its expected life on a portion of “E” Pod. The “E” Pod roof is original to the 1992 building construction. “A” and “B” pod roofs are original to the 2003 construction, and are being replaced to coincide with the solar installation project at the Law Enforcement Center. The life expectancy of a flat rubber roof is the 15-20 years. The “E” pod roof has had a number of leaks the last few years, in which Building Services and outside contractors have addressed. The roof also does not seem to drain properly to the roof drains thus causing leaks. This project has been on the Building Service department radar the last few years. Building Services has budgeted for the identified roof sections replacement. An RFP was issued for response from vendors, and three vendors responded to the Law Enforcement Center Roof Replacement RFP.

            WHEREAS, The Property and Insurance committee recommends the replacement of the Law Enforcement Center Roof Replacement roof be awarded to Nieman Central WI. Roofing Company INC. at cost of $322,535.00; and,

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, that the Building Services Facility Director is hereby authorized to contract with Nieman Central WI. Roofing Company INC. for the replacement of specified sections of roof at the Sauk County Law Enforcement Center a cost of $322,535.00; and,

     BE IT FURTHER RESOLVED, that the Buildings Services Facility Director is hereby authorized to approve change orders for any potential unforeseen conditions as long as such change orders individually do not exceed $10,000.00, so long as budget dollars are available for those changes.

For consideration by the Sauk County Board of Supervisors on March 20, 2018.
