Purpose

To enter into a contract, subject to Sauk County Corporation Counsel, with Friede & Associates for the construction of the White Mound County Park Community Building.

Background

The existing Sauk County Parks Office building is deteriorating and should be replaced. In October of 2016, Galbraith Carnahan Architects contracted to design a building to replace the existing office. A design was completed and in July of 2017 the project was released for bids. Subsequently, all bids were rejected by the Highway and Parks Committee. Galbraith Carnahan Architects worked with park staff and the Highway and Parks Committee to create an alternate design to more closely reflect the budget for the project. Sauk County received four competitive sealed bids for the construction of the White Mound County Park Community Building and the public opening of the bids took place on February 9, 2018 at the Sauk County West Square Building.

The lowest responsible responsive bidder is Friede & Associates of Reedsburg, Wisconsin. The Highway and Parks Committee believes that it is in the best interest of Sauk County to enter into a contract, subject to a contract review by Sauk County Corporation Counsel, for a sum of $797,849.00 with Friede & Associates for the construction of the White Mound County Park Community Building.

ATC Environmental Impact Fee funds of $225,395.00 have been applied to this project. These funds made it possible to use a building plan that includes products and design to make it a more high-performance building. According to the Whole Building Design Guide, a program of the National Institute of Building Sciences and its High Performance Building Council, high-performance buildings are described in terms of eight attributes; cost-effectiveness, safety and security, sustainability, accessibility, functionality, productivity, historic preservation, and aesthetics.

The construction of this building will require that the county provide an ADA accessible path to the beach. This requirement was not part of the original cost estimation because a different building site was chosen. As part of the 2018 budget, $75,000 has been added to the total cost of the building to accommodate this extra expense. The ADA beach access cost estimation was provided to the parks department by RA Smith National. A complete list of funding sources is available in the fiscal impact.

Resolution Body

NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors,
met in regular session, that the low bid of Friede & Associates in the amount of $797,849.00 is hereby accepted for the construction of the White Mound County Park Community Building and the Sauk County Board Chairperson is authorized to sign the contract, upon review by Sauk County Corporation Counsel, on behalf of Sauk County.

BE IT FURTHER RESOLVED, that the Parks Director is hereby designated as the owner’s representative for administration of the contract for the construction of the White Mound County Park Community Building and is authorized to approve, without further action of the County Board, change orders not to exceed 10% of the low bid, but in no case will change orders exceed $79,784.00.
