Background: Sauk County has endeavored to conserve energy and be wise stewards of natural resources in all aspects of Sauk County operations, and solar energy is a positive step toward sustainability. Phase I of the original Solar and Energy Efficiency scope of work with Hoffman Planning, Design & Construction Inc. (Hoffman) is complete. Hoffman identified two Sauk County sites, the Health Care Center and Law Enforcement Center, for implementing PV (photovoltaic) systems. Phase II of the scope of work with Hoffman was approved and included solicitation of proposals for PV systems installation and third-party financing at the two sites. In response to Sauk County’s Request for Proposal (RFP), Sauk County received a qualified and financially sound proposal for both sites. The next step is to enter into a contract with the proposing firm. The anticipated cost savings for the solar PV systems are in excess of $550,000.00 over a 25-year period per the terms of the proposal. The proposal provides a highly flexible buy-out arrangement where Sauk County may choose to buy-out the solar PV systems at any year after year 7 through year 25, and has the option not to buy-out the solar PV systems.  

 

            WHEREAS,  Hoffman Planning, Design & Construction Inc. has assisted Sauk County in obtaining solar PV system grants of $131,301; and a high quality proposal has been received under Phase II of the Solar and Energy Efficiency Scope of Work from Eagle Point Energy (EPE) for the installation of the solar PV systems and third-party financing of the PV systems that is cash flow positive in year 1 at the Health Care Center (HCC)  at $11,234 and at the Law Enforcement Center (LEC)  at $3,724.

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, that the County Clerk is authorized to sign, on behalf of Sauk County, the necessary agreements to enter into a contractual relationship with Eagle Point Energy (EPE) to perform the work specified in the EPE proposal in response to Sauk County’s RFP under Phase II of the Solar and Energy Efficiency Scope of Work; and,

 

             BE IT FURTHER RESOLVED,  that the Building Services Facility Director and Corporation Counsel, on behalf of Sauk County, shall negotiate the necessary contracts that shall be lawful and in the best interest of Sauk County, and if an acceptable contract cannot be negotiated, a report shall be made to the Property & Insurance Committee with further consideration by the County Board if necessary.

FISCAL NOTE: $131,301 in grant monies have been acquired through Focus on Energy to help offset construction costs of the PV project.  Monthly electrical fees to Eagle Point Energy will be paid out of the Building Services and Health Care Center utilities budgets.

 

MIS NOTE:  Integration of the Solar Monitoring equipment will require assistance from the MIS staff.
