AUTHORIZING TO CONTRACT WITH JOHNSON CONTROLS INC. TO UPGRADE  RECOMMENDED ENERGY EFFICIENCIES AT COUNTY FACILITIES

Background: Sauk County is working to meet the Strategic Issue of reducing our buildings’ carbon footprints through,  among other things improving the energy efficiency of its HVAC systems at the Health Care Center and West Square Administration facilities. Integrated Sustainable Design has identified numerous recommendations to upgrade to the HVAC systems to both the Health Care Center and West Square Administration facilities. A request for proposal was issued for the upgrade of those energy efficiencies at the Health Care Center and West Square Administration building. Johnson Controls submitted a bid to upgrade the identified energy efficiency projects from the request for proposal.  Johnson Controls Inc. was the only bidder, as the Johnson Controls software and controls are proprietary in nature.  Other contractors had the option to bid the work and chose not to, as they would have had to subcontract with Johnson Controls Inc. to make changes to the controls and software.  This resolution authorizes a contract with Johnson Controls Inc. to upgrade the identified energy efficiency projects at both the Health Care Center in Reedsburg and West Square Administration Building in Baraboo.

           

           WHEREAS, Johnson Controls Inc. proposes to upgrade building controls and parts of the HVAC systems  at the Sauk County Health Care Center and West Square Administration building to help improve the facilities energy efficiencies at the cost of $91,050.

 

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, hereby authorizes the Building Services Facilities Director to contract with Johnson Controls Inc. for $91,050 for the upgrade of the building controls for improving the HVAC systems at the county facilities; and,

 

            BE IT FURTHER RESOLVED, that the Buildings Services Facilities Director is hereby authorized to approve change orders for any potential unforeseen conditions and so long as such change orders individually do not exceed $10,000.00, so long as budget dollars are available for those changes.
