Purpose

Authorizing the County Administrator to Enter Into a Cost Reimbursement Subaward with Sand County Foundation; Amending the Land Resources and Environment Department 2025 Budget

Background

Sauk County Land Resources and Environment (LRE) Department works closely with the Sauk Soil & Water Improvement Group (SSWIG) to help support, facilitate, document and communicate soil health and water quality improvement projects that are implemented by the group. LRE also acts as a fiscal manager to accept and manage DATCP Producer Led Watershed Protection Grant funds on behalf of SSWIG. A Memorandum of Understanding (MOU) is in place that outlines the objectives and responsibilities of this partnership.

 

The Sand County Foundation (SCF) is a recipient of a Regional Conservation Partnership Program (RCPP) grant allocated by the USDA – Natural Resources Conservation Service. This grant will provide cost share assistance to landowners who implement conservation practices on their land that protect land and water resources. SCF is working with producer led watershed groups throughout Wisconsin to allocate these funds to farmers through subaward agreements. SSWIG has been selected as a subaward recipient and is set to receive $100,000; however, the funds need to pass through the LRE department as outlined in the MOU. A Cost Reimbursement Award agreement is attached that outlines the terms and conditions of the RCPP grant funds.

Budget Status (Other/External Sources): 

Fiscal Note: The subaward amount is $100,000 with $91,181 dedicated to financial assistance and $8,819 going towards technical assistance from SSWIG staff. The LRE department will be providing in-kind assistance match at $14,442 and $7,450 in other match coming from SSWIG.

Resolution Body

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, that the County Administrator is hereby authorized to sign the Cost Reimbursement Subaward.

 

BE IT FURTHER RESOLVED, by the Sauk County Board of Supervisors that the 2025 Budget be amended to increase the Producer Led Watershed Group expenditure funded by the RCPP grant.
