Purpose

Sauk County has a current Hazard Mitigation Plan (HMP). The Hazard Mitigation Plan (HMP) describes potential natural and manmade disasters that can occur and have historically caused damage for people and property in Sauk County. The Federal Emergency Management Agency (FEMA) and Wisconsin Emergency Management (WEM) require the HMP to be updated every four years. An updated HMP is required as a condition of future grant funding for mitigation projects. 

Background

The Hazard Mitigation Plan (HMP) describes potential natural and manmade disasters that can occur and have historically caused damage for people and property in Sauk County. While it is not possible to prevent disasters from occurring, it is possible to better position a community to mitigate the effects of such disasters. This HMP increases awareness of hazards, risks, and vulnerabilities; identifies actions for risk reduction; and focuses local resources on the greatest risks while communicating priorities to state and federal officials. Sauk County and participating municipalities have prepared this plan to meet these requirements, and in so doing, help its citizens mitigate the effects of natural disasters. This plan includes seven chapters and a map series.

Chapter 1 provides an overview of the project. Chapter 2 presents background information about the county including its setting, demographic and economic characteristics, climate, natural resources, land use, and development trends. Special needs populations and groups are identified in Chapter 3. Chapter 4 details critical facilities. Natural and manmade hazards are reviewed in Chapters 5 and 6, respectively. Chapter 7, the recommended mitigation strategy for the County and its individual jurisdictions are presented. A series of maps is included in the last chapter. Sauk County recognizes the threat that natural hazards pose to people and property, and the undertaking hazard mitigation actions before disasters occur will reduce the potential for harm to people and property and save taxpayer dollars. An updated hazards mitigation plan is required as a condition of future grant funding for mitigation projects.

Sauk County participated jointly in the updated planning process with the other local levels of government within the County, as well as working with local public input to prepare the 2025-2029 Sauk County Hazard Mitigation Plan. Federal Emergency Management Agency (FEMA) and Wisconsin Emergency Management (WEM) have approved the updated Sauk County Hazard Mitigation Plan. Sauk County's Hazard Mitigation planning efforts are funded by Building Resilience in Communities (BRIC) FEMA grant. Maintenance of the plan will be the responsibility of Sauk County Emergency Management with a mandatory update every 4 years.

Resolution Body

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, adopted the updated 2025-2029 Sauk County Hazard Mitigation Plan as the official plan of Sauk County. Sauk County Emergency Management shall submit this approved resolution to Wisconsin Emergency Management and Sauk County Municipalities for adoption. County wide adoption is required for grant funding of mitigation projects.
