Purpose

BACKGROUND: In 2023, the Sauk County Veterans Department received the County Veterans Service Office Supplement Grant, $17,528, awarded through the Wisconsin Department of Veteran Affairs (WDVA).  To accept the grant funds, the county signed a Memorandum of Understanding (MOU) Regarding Use of American Rescue Plan Act (ARPA) State Recovery Funds by Wisconsin Department of Veterans Affairs.

The MOU requires grant funds be used to assist veterans with transition, employment, federal compensation and pension applications, state and federal veteran benefit applications, local assistance and benefits for veterans, referrals to assistance and information for day-to-day living, and multiple other necessary services for veterans.  

In 2023 only $2,716.79 of the grant funds were expended, leaving $14,811 unspent. The County Veterans Service Department had these excess funds remaining at year end 2023. The Executive & Legislative Committee approved the excess funds as carryforward at their March 5, 2024 committee meeting.  The carryforward of the excess funds was inadvertently excluded from Resolution 50-2024: “Resolution Assigning Funds as of December 31, 2023 and Amending the 2024 Budget for These Assignments”. This budget amendment and use of general fund balance will allow increased capacity for veterans assistance and appropriate spending of the awarded grant funds specified in the signed MOU.

Fiscal Note: The Veterans Service Department had $14,811 excess funds returned to the general fund at the end of year 2023.  The excess funds were from the County Veterans Service Office Supplement Grant required to be expended to assist veterans.

Resolution Body

WHEREAS, the County Veteran Services expenditures shall meet the requirements of the MOU regarding Use of ARPA State Recovery Funds by Wisconsin Department of Veterans Affairs, and;

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors met in regular session that $14,811 general fund balance be and hereby are assigned for the Veterans Service Department to assist veterans,

BE IT FURTHER RESOLVED, that the 2024 budget be amended to appropriate $14,811 for the veterans assistance.
