Purpose

 Consideration of reducing the size of the County Board.

Background

Background:  The Sauk County Board of Supervisors has thirty-one (31) Supervisors.  In 2020, the Sauk County Board hired a County Administrator changing how the county is managed. With this change the County Board has less operational authority and is responsible for establishing policy.  As such, a review has found the following:

Sauk County is the 25th largest county in the State of Wisconsin as determined by the 2010 census with 61,976 residents.
Sauk County has the 6th largest county board (tied with two others) with thirty-one (31) members.
As of the last decennium, the state-wide average representation per county district was approximately 3,500 residents per district. Sauk County’s representation was established at 1,999 residents per district.

The current plan calls for 31 single-member County supervisory districts. Sauk County 2010 census population — 61,976. Sauk County supervisory district target — 1,999.

Reducing the board size will impact representation as follows:

After consideration and discussion, the Executive and Legislative Committee is recommends

that the Sauk County Board be reduced to ___________ districts through the redistricting process based on the 2020 decennial census. 

Budget Status (Other/External Sources): 

Fiscal Note: The estimated average per person cost of a County Board meeting is $107.39.  Reducing the County Board size from 31 to 19 would decrease costs by approximately $16,753 based on 13 County Board meetings per year. 

 MIS Note:  reducing the size of the board would reduce licensing cost by $100 per year, per supervisor with additional savings for future equipment replacement costs of roughly $500 per supervisor.

NOW, THEREFORE, BE IT RESOLVED,  Be it resolved by the Sauk County Board of Supervisors that the number of Supervisors shall be set at __________ .

 

                BE IT FURTHER RESOLVED, Be it further resolved that the Executive and Legislative Committee shall create  ___________ Supervisory districts as part of the redistricting plan based on the 2020 decennial census and present that plan to the Sauk County Board of Supervisors for approval.
