Purpose

Trade land with the City of Reedsburg for a new Highway facility

Background

Sauk County is moving forward with constructing new Highway Department facilities in both Baraboo and Reedsburg.  The current location of the Reedsburg facility is located across that street from residential housing and bordered on the south and east by property owned the School District and by an apartment complex to the west.. The City of Reedsburg has recently constructed a new Highway Facility on the southeast side of the City in an industrial park type area of the City.  Currently the City owns approximately 8 acres (see the attached map) that they would be willing to trade with the County for the 5-acre parcel that the current Highway facility is located upon. The parcel that the City is offering as part of the trade is located in close proximity to the City of Reedsburg Highway facility, which could allow for the City and the County to collaborate on providing services, purchasing and other cost sharing measures. The parcel that the City of Reedsburg would be trading to the County is ready for development.

 

The City of Reedsburg would require that the County return the Reedsburg facility property to a “developable” state. The trade of lands would be contingent upon the City of Reedsburg and the County coming to an agreement about all aspects of the trade. As part of the trade, the County would use American Rescue Plan Act (ARPA) funds to install sewer and water to the parcel that the County is receiving.  The County would also provide a 33’ easement on the east property line for the possible future development of a city street. The County would also have to complete an environmental assessment(s) of the current Reedsburg highway facility property as part of the trade and would be responsible for any remediation of the property should contamination be discovered. Further, the County would need to have a Certified Survey Map of the City of Reedsburg property completed along with a title report. There may be other costs incurred as the proposal moves forward.

American Rescue Plan Act funds for sewer and water.

Either General fund balance or Highway retained earnings, in anticipation of bond proceeds.

Resolution Body

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, the County should pursue trading land with the City of Reedsburg for the construction of the new highway facility; and

            BE IT FURTHER RESOLVED, that the County Administrator and necessary staff shall work with the City of Reedsburg to create and execute a contract to effectuate the aforementioned land trade; and

            BE IT FURTHER RESOLVED, that the Ad-Hoc Highway Building Committee has the authority to resolve any issues that may arise with the property trade without further action of the County Board; and

            BE IT FURTHER RESOLVED, that the County Board authorizes a sum sufficient from the general fund? to cover the all costs of the land trade and the aforementioned use of ARPA funds for the sewer and water connections; and

                BE IT FURTHER RESOLVED, that all expenditures legally allowed to be reimbursed pursuant to Resolution 40-2021 shall be reimbursed from the proceeds of the borrowing for the Highway Department Facilities Project.
