Purpose

To name the redistricting committee.

Background

Background: The United States Census Bureau modified its operations due to the COVID-19 pandemic in 2020.  As a result, the Bureau adjusted its timeline and did not release data to the States by its March 31, 2021 guidelines.  The new deadline for releasing the data to the States is August 16, 2021.  With the August 16, 2021 release of data the statutory redistricting requirements for the counties to draw new maps, provide legal notice to the public regarding the district boundaries and to negotiate boundaries with local municipalities leaves eight (8) days to spare in order to meet the December 1, 2021 deadline.  The Wisconsin Counties Association, the Wisconsin League of Municipalities, and the Wisconsin Towns Association are working with the Governor’s office and the state legislature to amend the state statutes and extend those deadlines.  If efforts to amend the statutes are successful, redistricting would then be completed for the 2024 election cycle and not the 2022 election cycle.  Should the legislature and the Governor not come to terms, the county will need to be prepared to react quickly in order to meet the tight timelines for re-districting.

NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors,

met in regular session, that

 

The Executive & Legislative Committee shall serve as the Redistricting Committee tasked with presenting to the full County Board a proposed re-districting map.
The Executive & Legislative Committee, in its role as the Redistricting Committee, shall examine reducing the size of the County Board and committee structures. Any recommendation to reduce the size of the County Board and/or the committee structures shall be presented to the full County Board for approval before the redistricting process begins.
The County Administrator, along with the necessary staff, shall assist in this process and provide the necessary tools and feedback to the committee.
