MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: November 4, 2013, 5:00 p.m., County Board Gallery, Baraboo, WI

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Andrea Lombard to adopt the agenda. Motion Carried.
Motion by Andrea Lombard, seconded by Ruth Dawson to approve minutes of the previous meeting. Note correction to meeting Minutes, October 2013. Beverly Vertein should be marked excused. Motion Carried.

Business Items:
A. Review and Approve Monthly Vouchers: Box distributed and reviewed the Monthly Voucher Report (see attached). Contracted Labor was up due to the number of hours in the month. Residential was down due to several placements that ended. Community Treatment was down and overall Comprehensive Community Services expenses and FPI were down. Counseling and Therapeutic was down. Institutions were slightly higher and there were credits from the institutions, therefore, expenses were down this month. Discussion. Thomas Kriegl had a question regarding the expenses and credits. Box summarized by saying that the difference between the months adjusted is due to the credit plus other expenses. James Bowers indicated that the monthly average verses budgeted is the key figure. Box indicated that it has to do with the timing of the credits when they come from the institutions. Motion by Beverly Vertein, seconded by Andrea Lombard to approve the monthly vouchers in the amount of $897,839.82. Motion Carried.
B. Appointment of Paul Bishop, Cynthia Williams and Julie Eckert as Consumer Members of the Comprehensive Community Services Coordinating Committee: Orth summarized the Comprehensive Community Services Coordinating Committee as being comprised of consumers and professional staff to discuss direction of services. Motion by James Bowers, seconded by John Miller to approve Paul Bishop, Cynthia Williams and Julie Eckert as consumer members of the Comprehensive Community Services Coordinating Committee. Motion Carried.
Department Updates:
A. County Ambassador Program (CAP) Day: Orth summarized the CAP Day. He indicated there was good reception and involvement. Andrea Lombard, Ruth Dawson and several other county board members were in attendance. Orth indicated that they met with aides and one Representative. There were a number of important talking points and overall the day was seen as a positive experience.
B. Justice Continuum Committee: Orth spoke about the Justice Continuum and indicated that LaCrosse County and WCA had both presented to the committee. Work is continuing on developing a Community Justice Coordinating Committee. The next meeting is scheduled for November 20, 2013. Thomas Kriegl indicated he would like to see good data locally in order to begin to evaluate systems. Orth indicated that he would update the committee after the next meetings.
C. Post Reunification Services Program: Orth spoke about Sauk County Department of Human Services getting chosen to participate in the Post Reunification Services Grant. This will begin in early 2014 with funding for children who have been removed from homes and who are returning to their homes. This will allow services to be provided in order to make an effort to reduce having these children being removed a second time.
D. Department All Staff Meeting: Orth spoke about the Department All Staff meeting and indicated that the meeting was well attended by staff. Brattset indicated that the areas of the Human Services Department were stationed in the meeting room in order for staff to rotate through and learn about various areas of the Department. Both Orth and Brattset indicated that they had received positive feedback from staff regarding this meeting.
E. School District Connections: Brattset reported that he recently attended a quarterly meeting with the schools. Present were Sauk-Prairie School District and Reedsburg School District. A number of other school districts were invited, however, unable to attend. Reviewed at the meeting was Sauk County Department of Human Services areas of mental health, including Comprehensive Community Services, CSP and Youth Services updates. In addition, the decision was made by the school districts to develop a subcommittee to look at mental health issues, particularly for younger children. These situations create a difficult scenario for both the schools and Human Service Departments. It will be important to have an ongoing dialogue in order to work jointly in assisting these children and families.
F. Affordable Care Act Enrollment Fair: Orth spoke about the local efforts in the Affordable Care Act Enrollment Fair. He indicated there were 44 people assisted in the recent fair and that there could be additional fairs scheduled in the future.
G. Quality Service Review – November 11-14: Orth noted that the State Child Protective Service Quality Service Review will be held at Sauk County on November 11 through November 14, 2013. Staff, families and children will all be interviewed. In addition, there are a number of focus groups as well as input from managers. Orth further indicated that as this report is completed, board members will be able to review the outcome.
The next meeting of the Sauk County Human Services Board will be December 9, 2013 at 5:00 P.M. Motion by James Bowers, seconded by Julie Fleming to adjourn. Motion Carried.
