A. Review and Approval of Monthly Vouchers:
- Box distributed the monthly voucher report (see attached) and noted that Contracted Labor increased this month. Administration was down due to paying invoices last month and Community Residential was down with several placements ending in the previous month and a refund from a group home. Community Treatment was down due to a late invoice received and Institutions were up due to an inpatient stay at UW Hospital. Income Maintenance was up due to an increase in funeral expenses. Energy Assistance was down this month. Motion by Bowers, seconded by Fabisiak to approve the monthly vouchers in the amount of $1,131,024.92. Motion Carried.

- A. TMG Study

Public Health Finance Position:
- Orth reported that Cindy Bodendein, Director of Public Health, expressed concerns that Human Services would be taking over Public Health. Orth explained that this is not the goal, rather to jointly explore resources such as the CMHC software system that Human Services utilizes. A demo will occur with Human Services presenting to Public Health staff tomorrow showing the various components of the CMHC system. There will be updates on this by Orth in the future.

B. Transitional Jobs Program Jail Inmates:
- Orth reported that in the packet submitted this month with the agenda there is a summary of the Transitional Jobs Program (see attached). Orth explained that Marty Krueger called a meeting to speak about matching Huber inmates with this program. The Sheriff’s Department is positive about this program and Human Services is in an assisting/supportive role. This is an annual state grant.

C. State Government Transition:
- Orth reported that there will be a transition with the new Governor being elected and both Secretaries of the Department of Children and Families and Department of Health Services. There will be new Secretaries in these departments in all likelihood. Orth is meeting with Wisconsin Counties Association officers and the Governor’s transition team leadership and there will be update on the potential new Secretaries at that time. Inaddition, Human Services priorities of issues will be conveyed to the transition team. Orth has also met with Senator Dale Schultz and the meeting went well, but noted that Dale Schultz indicated not to talk about increases in money, but rather focus on regulatory changes as a focus.

D. Reedsburg Space:
- Orth noted that a number of meetings within the Department and several discussions have occurred regarding the space in Reedsburg available as a result of staff leaving Human Services to go to Southwest Family Care Alliance. The ADRC and Public Health may have a need for space in the Reedsburg offices. There will be discussions with those departments and site visits in the near future. Some Department areas in Human Services such as outpatient, youth services and CPS will also potentially have some additional space at the Reedsburg facility.

E. Southwest Family Care Alliance Transition:
- Orth reported that this is going well so far. In addition, potential unemployment costs were sent toTeri Buros at SFCA and their board will decide what SFCA may pay. If Human Services/Sauk County must pay this, a request for carry forward dollars may be made. Fordham noted that Sauk County has herself and a at large member (Carla Cady) participating on the SFCA Board. Ms. Cady has resigned her position. This board position will be advertised throughout the 8 county region.

F. National Health Care:
- Orth reported that at the recent WCHSA Conference the issue of National Health Care was briefly discussed. There are some state grants for expanding the Medicaid Pograms in Wisconsin which will put Wisconsin ahead of othe states in potentially receiving federal funds for this population. Sauk County Department of Human Services served about 500 people in the previous year without insurance and if National Health Care occurs, this will potentially largely increase reimbursement for these consumers.

G. Year End Estimate:
- Box spoke about the 2010 year end estimate through September 2010. At this time it appears to be about $600,000 favorable to budget. State Recovery could also increase our allocation. A lot of this savings is due to Juvenile Corrections being down for the year as well as CSP and CCS having increased revenues from projected budgeted revenues. Some additional expenses such as employee travel, shelter care, institutional expenses and Birth-to-Three are down this year. Also, alternative care has been down in general.
The next meeting of the Sauk County Human Services Board is scheduled for Monday, January 10, 2011 at 5:00 p.m.
