Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Fordham, seconded by Dippel to adopt the agenda. Motion Carried.
Motion by Fordham, seconded by Dippel to approve minutes of the previous meeting. Minutes from September 2010 need correct spelling of CWCAC staff member, Craig Gaetzke. Minutes will be amended as noted. Motion Carried.

Business Items:
- A. Review and Approval of Monthly Vouchers: Box distributed the monthly voucher report (see attached). The following was reviewed: Administration was down due to last month’s 2010 Family Care payment. Community Living was down due to late invoices. Community Treatment was down due to timing of invoices. Institutions was up due to one new CCI and one new inpatient placement and Marsh Country payment. Motion by Fabisiak, seconded by Vertein to approve the monthly vouchers in the amount of $1,146,030.43. Motion Carried.
- B. Review Quarterly Board Reports: Box distributed 2010 Alternative Care Statistics Report (see attached). This report summarizes that at this point it is favorable to budget overall. Group Homes and CCI’s were up somewhat to budget. Box distributed the Accounts Receivable Report, this has been stable between the last two months. Revenues received from state collections are at about $45,000.00. Orth noted that in 2011 Sauk County Department of Human Services will be doing these tax intercept collections. Box distributed the Volatile Line Report and indicated it looked favorable to budget at this time. Adult Residential, CBRF, and Adult Family Homes were favorable as well. Accounts were over in FPI utilization. The question was asked by Bowers regarding inpatient and child alternative care. Box noted that although there is a discrepancy from the previous month’s report and this report, this is a result that we may have funds that have not yet been received when the initial report was generated.

C. Reappointment to the Comprehensive Community Services (CCS) Coordinating Committee: Motion by Bowers, seconded by Fabisiak to approve the following individuals for appointment to the CCS Coordinating Committee for a two year term. Motion Carried.

Department Updates:
- A. TMG Study Recommendations: Orth noted that discussion has occurred to bring tax intercept process inhouse as per the TMG recommendations. Orth also noted that the Department will be working on getting upfront financial information from consumers which will assist in more accurate billing. Orth indicated that there have been discussions with the management group regarding reorganizational components of the report. Overall, Orth reported that this went well and that future discussions will be continued following the discussion on October 7, 2010 where the Executive Committee will meet and hear the presentation by TMG. Orth further explained that he had discussed the report with the Functional Group, including the ADRC, Public Health, Veterans, and the nursing home and the overall response to this was positive. Orth summarized that the plan is to bring the report to the October County Board Meeting to discuss options with the full board.
- B. 2011 Budget: Orth noted the presentation to the Finance Committee went well. The overall increase was accepted as presented, however, with the contingency that the committee needs to review the final budget and also request information regarding projections for unemployment due to Family Care changes. Orth further indicated that the Corporation Counsel Office is requesting a .25 FTE to support the Human Services legal duties. The suggestion at this time will be to accomplish this with existing Human Services Support staff and drawing down a small portion of IV-E monies. Fordham indicated that no final recommendations or decisions have been made yet by the Finance Committee as they are unsure of the bottom line and need to review the overall county budget. Fordham further explained it is clear that in the Human Services budget if cuts occur in one area it could result in higher costs in other areas. Fordham further explained that it is cruical that projects like Human Services and Corporation Counsel working together and collaborating as an example of cooperation. Bowers indicated a lot of expenses could be looked as an investment or it could cost more tax payer dollars in the future. Fordham reiterated we need to look for the best value and quality for Sauk County citizens.
- C. Family Care Transition: Orth noted that, at this time, he is projecting two social workers and three nurses that did not get positions with Southwest Family Care Alliance (SFCA). Those accepting positions will be asked for voluntary layoff and after this period of time further discussions will occur with union members and Personnel, Corporation Counsel, and Human Services Department representation regarding the specific nature and status of layoffs. There is a meeting on October 11, 2010 where continued discussions will occur regarding the timing of potential layoffs. At this time, Sauk County has asked for a period of time for voluntary lay offs and employees who have acceped positions with Southwest Family Care Alliance to give notice of the lay offs. The next step will be to evaluate this period of time and following that period of time who is left in order to exercise seniority with less senior staff in the Department for remaining positons. Orth summarized that the union has thus far been cooperative. More updates will occur at the next Human Services Board meeting in November.
- D. Crisis Placements of Children and Adolescents: Orth noted that is a process being pursued by counties regarding increasing placement options to admit children to CCI’s on a voluntary basis to divert hospitalization that would normally involve a 51.15 placement to Mendota or Winnebago. A network of group homes, residential centers will be available. The network could begin as soon as November 1, 2010. In addition, WCHSA is pursuing future legislative changes to perhaps allow involuntary admissions in these locations in the future.
The next meeting of the Sauk County Human Services Board is scheduled for Monday, November 8, 2010 at 5:00 p.m.
