SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: December 5, 2011, 5:00 p.m., County Board Gallery, Baraboo, WI
Members Present: Alexander, Sinklair, Dippel, Fordham, Stoeckmann, Fabisiak, Vertein, Lombard, Bowers

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Dippel, seconded by Sinklair to adopt the agenda. Motion Carried.
Fordham questioned that under item 7.b. TMG Ad Hoc Committee Update there are no minutes. Dan will follow up to update the minutes. Motion by Fordham, seconded by Vertein to approve minutes of the previous meeting. Motion Carried.

Business Items:
A. Review and Approval of Monthly Vouchers: Box explained several line items. Salary & Benefits has an increase of $19,420.31 due to longevity checks issued during this payroll. Community Living and Support had an increase of $12,907.23 due to an increase in CCS expenses paid to LSS. Community Treatment had an increase of $25,326.68 as last month we held our $25,000 payment to Catholic Charities due to them being short staffed and we would have overpaid them because of this. Institutions had a decrease of $20,111.75 as we received a large number of refunds from Mendota/Winnebago. Income maintenance had a decrease of $7,820.37 as there were no funeral and crematory expenses paid this month. Energy Services had a decrease of $34,330.83 as last month we paid three months worth of expenses and this month we only paid one month. Motion by Stoeckmann, seconded by Lombard to approve vouchers in the amount of $941,740.07. Motion Carried.
B. Review Quarterly Board Reports: The 2011 Accounts Receivable report, Alternate Care Statistics Report and Volatile Line Report were distributed and explained.
C. CCS Advisory Committee – Committee Appointment: Ms. Danna Groom: Appoint Danna Groom, Active Consumer, resides at 1160 19th Street, Reedsburg, WI 53959. Mail, PO Box 533. Telephone: (608)415-2650. Motion by Fordham, seconded by Dippel. Motion Carried.
Department Updates:
A. Alternative Response Update: Training on Alternative Response was last Thursday. One-third of Wisconsin counties are using this model. Lower type of mandated cases without a court order. Can be converted if court order is needed. Alternative Response uses community resources without court. Type of case would be one where some general safety concerns are. State will be working with Sauk County.
B. Income Maintenance Program Update: Contracts are about ready to be signed. All things counties were negotiating on (giving counties recourse) have been approved. Sharing in bonuses as well as penalties.
C. Economic Support Unit Staffing: Approval of a new position (change from Support position to ES). Position has been posted. Some use of overtime by current staff until new position is hired. All other vacant positions have been filled.
D. TMG Ad Hoc Committee Update: Alexander gave an update. Motion was made at last meeting to leave things as they are (pending motion is regarding oversight committee). Steve Bach made motion to postpone to next meeting which is December 6, 2011 and that is where it was left. Stoeckmann elaborated that things would not be status quo and that TQM would be instated. Fordham commented: respect work of committee but have felt committee has not met what the challenge is for down the road. Stoeckmann: Managers from each Department should know in each department what the challenges are down the road. Lombard: What are the conclusions from the committee?
E. Youth Aids – State Decrease: Additional 7% cuts expected (around $40,000). Will have to look at contracts and what staff could do to be more efficient (collaborative efforts).
F. Proposed Medicaid Changes: Two initiatives WCHSA is addressing in a letter to Dennis Smith – Creation of Medical Homes: Concerns are that certain populations do not fit into this model, less providers, lack of integration of County MH system, impact on PH system, costs, relationship of County SW and Medical Home SW, CSP clientele. Second part of letter: Waiver request for retroactive MA to be eliminated. Main objective is to be in the discussion of these.
G. FPI/Ho-Chunk Grants: Grant to join consortium for FPI – focused on child protection and safety issues. On last QSR there is a need for immediate in-home safety state wide. Mobile team that will be incorporated in the plans. FPI counties worked to draft the grant application. Second Grant – Brattset contacted from someone in Seattle who is writing a grant for Ho-Chunk regarding women with AODA issues. Offer to meet with this person to see what role we could play in this. We would like to partner with Ho-Chunk. Population we are already serving. $50,000 annual budget (what we submitted to the grant writer).
H. Letter to Baraboo News Republic: See letter in packet. Dan feels ethically bound to write letter to the paper. Feels this is doing more harm than good for these children. Fordham would like the last sentence in the letter to say we would lie to discuss these concerns rather than willing to discuss. Jim Bowers: Maybe the Wisconsin Newspaper Association needs to be involved. Sinklair thinks Senator Schultz should also have a letter written to him. Lombard: Kids throwing a baseball through a window and media would report it. Feels possible too much protection. Dan: Difference is this is a child with MH issues and would not be able to adjust behavior.
The next meeting of the Sauk County Human Services Board is scheduled for Monday, January 9, 2012 at 5:00 p.m.
