SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: April 9, 2012, 5:00 p.m., County Board Gallery, Baraboo, WI
Members Present: Alexander, Dippel, Fordham, Stoeckmann, Fabisiak, Vertein, Vertein, Lombard, Bowers
Members Excused: None

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Dippel, seconded by Lombard to adopt the agenda. Motion Carried.
Motion by Fordham, seconded by Stoeckmann to approve minutes of the previous meeting. Motion Carried.
Public Comment

Communications:
None.
Business Items:
A. Review and Approval of Monthly Vouchers: Box distributed the monthly voucher report (see attached), and indicated that Salary and Benefits were up due to the nature of the pay day timing. Administration was down due to $25,000 payment to Hope House. Community Living and Support was up due to paying River Valley School contract and providers returning contracts. Community Residential was up with adult family home placements and contract expenses. Community Treatment was up. Institutions were down due to refunds from Mendota and Winnebago. Income Maintenance was down due to funerals and crematory charges being taken over by the state. Motion by Dippel, seconded by Bowers to approve monthly vouchers in the amount of $1,254,073.17. Motion Carried.
B. May Meeting – New Board Appointments: Orth spoke about the potential in May of the proposal from the TMG Subcommittee being voted on by the Board in April regarding Rules of the Board, which would combine Human Services and Public Health Boards. On Tuesday, April 17, 2012 the vote will occur at the County Board meeting. If approved, Public Health and Human Services combined board would meet and the County Board Chair will be making appointments sometime the week after April 17, 2012. If this approved, Public Health Human Services Department Heads will set a May 2012 board meeting and contact board members to inform them. If this is not approved then the regular Human Services Board Meeting will occur on May 7, 2012 at 5:00 P.M., per previous schedule.
C. Approval of the Following 2012 Contracts: Child Care, Food Share Employment and Training, Community Youth and Family Aids State/County Contract, Purchase of Service, Adult Family Home and CBRF: Box distributed a summary of the above noted contracts (see attached). Total for the State/County Contracts was $785, 311.00. Motion by Fordham, seconded by Lombard to approve these contracts. Motion Carried. Box reviewed the Purchases of Services Adult Family Home/CBRF contracts (see summary sheet). Total for these contracts are $4,893,891.81. Motion by Lombard, seconded by Vertein to approve Purchase of Services Contracts. Motion Carried.
D. WCHSA Spring Conference – Approval for Attendees: Orth distributed the WCHSA Spring Conference application and schedule and noted that if Board members are interested this could be discussed at the May 2012 meeting to be approved at that time. If any parties are interested they should contact Bill Orth.
Department Updates:
A. Income Maintenance Consortium: Orth reported that this system still remains challenging. Although there are less calls since the last report. There still seems to be systematic struggling, particularly with scanning operations at the state level. These discussions for improvement continue to occur. Orth reported that he would update the board as to continued progress on these issues.
B. Functional Group: Orth noted that there was a functional group meeting in which he described the Human Services redesign and clarified questions about this state-wide initiative. There was some concern, both locally and state-wide that the redesign involved efforts to incorporate the ADRC’s and Public Health Departments as combined departments with Human Services state-wide. This is not true, although some interpretations of the web site lead to this conclusion. Orth reiterated that this combined ADRC/Public Health concept is not a part of the reorganization and each county will have the flexibility in making decisions regarding various departments.
C. Department of Children & Families Contract: Orth indicated that the discussion with Children and Families and counties continues to occur in regards to the contract. In two weeks, the negotiating team will be talking about proposed changes and Orth will report back as to these discussions at a future board meeting.
D. Permanency Round Tables: Orth spoke about Child Protective Services changes and the concept of reviews and permanency round tables format designed for children struggling in foster care with permanency. This has been piloted in a number of counties throughout the state and Sauk County is potentially in the next tier for participation in these round tables. Hazel Coppernoll, Sauk County Department of Human Services CPS Manager will present and update the Board at a future meeting.
E. Human Services Day at the Capital: Orth noted that the Human Services Day at the Capital will not be held this year due to legislative session being out currently. WCHSA will consider a Human Services Day at the Capital in 2013.
The next meeting of the Sauk County Human Services Board will be in May 2012 to be determined. If the full County Board votes in the Rules of the Board to combine Human Services and Public Health Boards, the meeting will be determined as appointments are made and Department Head’s contact these members. If the Rules of the Board do not include combining of Public Health and Human Services Boards, the next meeting of the Sauk County Department of Human Services Board will be scheduled for Monday, May 7, 2012 at 5:00 P.M.
