A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Human Services Board. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

SAUK COUNTY BOARD OF HUMAN SERVICES

Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4:03 p.m.
PRESENT: Patricia Rego, James Bowers, Joan Fordham, Cliff Thompson, Joel Chrisler, Valerie McAuliffe, Delmar Scanlon; EXCUSED: Jake Roxen; ABSENT: None.

Motion by James Bowers, seconded by Joan Fordham, to adopt agenda. Motion carried.
Motion by Delmar Scanlon, seconded by James Bowers, to approve the minutes for the previous Human Services Board meeting held on September 12, 2022. Motion carried.

Communications/Director’s Report:
a. Board Materials: Distributed electronically. Jessica Mijal discussed the department has started using the electronic timekeeping system.
Valerie McAuliffe arrived at 4:05 p.m.
Joan Fordham asked if the timekeeping entry was broken out for specific projects. Jessica indicated yes, for the positions that are grant funded or for crisis. Jessica stated opioid settlement money came in; the total dollar amount is not yet known. We are in the pre-planning stages to review what the money can be spent on, approved uses which include needing a connection between opioid use and the services provided. The class and compensation study is on hold pending the hiring of the Personnel Director. Jessica was invited to the Leadership Institute for a “Times of Stress” topic. Sauk County Equity Consortium to discuss issues across Sauk County.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by Cliff Thompson, to approve monthly vouchers for $2,278,434.28. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for August 2022. Comprehensive Community Services (CCS) is almost $1 million per month. We have been billing every 90 days, but may change to billing every 60 days in 2023. No hardships have been authorized to date.
c. Discussion and Action to Approve Collection Requests: Motion by Valerie McAuliffe, seconded by James Bowers, to approve collection requests of sending 14 accounts for $13,285.42 to Credit Management Control and 10 accounts for $7,593.94 to State Debt Collections. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the August 2022 Volatile Line report. Stephanie reported we are still looking for an unfavorable variance in the Volatile Line.
Department Updates:
a. Budget Presentation: Stephanie Box gave a presentation and reviewed the Human Services revenues and expenses. The budget request is for $28,591,764 and levy request is for $7,832,028.
Revenues consist of: 45% from Medicare/Medical Assistance, 22% from Department of Health Services/Division of Children and Families allocations; 26% is County levy; and other small percentage is Income Maintenance and other contracts, and fees and collections. Human Services asked for 6.77 new positions with a net cost of $64,910. The current contracted Birth-to-Three therapy staff will become employees due to discontinuing a contract. Contracting with another vendor was going to be more costly than bringing them in as staff. We are creating an Adult Protective Services (APS) supervisor by promoting from within and eliminating one APS social worker position; adding two Child and Family social workers, a lot of which is funded through billing for case management through the Waiver program; adding two speech therapists, one occupational therapist, and .77 physical therapist which are in the Birth-to-Three program.
Stephanie discussed the initial request was for $9,663,978 which was a $1.9 million increase and was not accepted. We submitted an amended levy request of $8,106,084 and then the final levy request after health insurance and cost of living reduction ended with a levy request of $7,832,028. Stephanie reviewed the expenses and revenues by year.
Stephanie indicated the Justice Diversion and Support (JDS) unit would be merging with Human Services on 1/1/2023. Their 2023 budget is for $584,500 with 4.45 staff, of which $228,415 is from levy. JDS is 100% county levy; Adult Treatment Court is 50% grant funded and 49% levy, 1% is user fees, Substance Use Diversion and Support Program is 99% levy and 1% county levy, Education Navigation Learning Center is 95% grant funded and 5% county levy; Diversion Supervision Agreement is 14% grant funded and 86% county levy. Total levy impact is $228,415.
Joan Fordham asked if there was any plan to move away from the State’s contribution to Family Care. Jessica Mijal indicated there has not been any discussion on it. Stephanie indicated we received a memo today the amount will continue at what we’ve been paying which is all levy.
Next Meeting:
The next meeting of the Sauk County Human Services Board will be November 14, 2022, at 4 p.m. in the County Board Room 326A.
James Bowers inquired if there was anyone to fill the vacant citizen member position. Patricia Rego indicated no, but if anyone knows of someone who is interested to let her know.
