Vice-Chair, Timothy McCumber called the meeting to order and certified compliance with the Open Meeting Law.

Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by James Bowers, to approve monthly vouchers in the amount of $1,900,584.26. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for April 2019.

Approval for Collection Requests: Motion by James Bowers, seconded by Brandon Lohr, to approve sending 13 accounts to Credit Management Control for $4,342.21. Motion carried.

Rules of the Board Changes - Accounts Payable Process: Stephanie Box informed the board the process has passed. Either Patricia Rego or the subcommittee in her absence will approve any requests. Letters have been sent to vendors of the payment date changes.
Department Updates:
Presentation on Mental Health and Recovery Services (MHRS) Unit – Jessica Mijal: Jessica Mijal, Manager for MHRS spoke. Jessica discussed different programs within the DHS MHRS department, including Mental Health Crisis, Mental Health Therapy, Substance Use, Comprehensive Community Services for both adults and children with intensive needs, Psychiatry and Medication Assisted Treatment (MAT). Statistics for each in their growth were given with one being an increase of 37% for substance use in 2018 vs. 2017.
New services are available during certain walk-in hours. Consumers fill out paperwork and are able to meet with an intake clinician to discuss their concerns and needs. The clinician is able to connect to treatment services or give resources within the community. There is shortage of psychiatrists. Current psychiatrists on site include: one sees children once to twice a week, one sees children and adult women three days a week, and one sees adults five days a week. A Physician’s Assistant under the supervision of our adult psychiatrist has been working with Community Support Program consumers in the Reedsburg office and will begin in the Baraboo office July 2nd adding one day per week.
A recent addition of a Child and Family Psychotherapist sees children three and up. Additional training will be completed to include child/parent psychotherapy. Other staff members are taking additional training for brain spotting (trauma related) and dialectical training using some grant funding.
Mental health and substance use crisis services are being covered by Human Services staff 24/7. A number of staff are covering after-hours shifts in addition to their daytime positions. Crisis call volume was higher in 2018 than in preceding years. However, we saw a decrease in placements due to increased crisis follow-up and stabilization services being offered within the MHRS unit. The Rapid Response Stabilization Services unit or MAT program provides assistance to individuals with opiate and heroin addictions who are seeking medication as part of their recovery. The current grant cycle ends 9/30/2019. The state has indicated they will continue to assist the program fiscally but the exact funding amount is currently unknown. The MAT program is staffed by a Community Recovery Specialist and two Peer Support Specialists. A second Community Recovery Specialist (CRS) has been hired and will start in late July. The MAT staff provide stabilization, support, connection to prescribers, referrals to treatment, and assistance with meeting psychosocial needs such as housing, transportation, and employment. All individuals seeking assistance for their opiate or heroin addiction are seen within 72 hours, and MAT staff also have an active presence at the jail to try and connect individuals to treatment upon release. Additionally, the MHRS unit has daily walk-in hours for individuals seeking services related to their mental health or substance use. A clinician screens for immediate risk, treatment and psychosocial needs, and assists the person with connecting to internal or external resources, which can include the MAT program.
Tellurian Clinic Closing and Local IOP (intensive Outpatient) Services for AODA (Alcohol and Other Drug Abuse): Dan Brattset touched base regarding the closing of the local Tellurian Clinic. Goodman Clinic and Innervisions are licensed and credentialed to take over services.
Budget Projections 2020 and Department Organizational Chart: Handouts from the emailed version where distributed. Dan Brattset described this as the year of re-organization. The re-organization includes levels of greater supervision along with a new unit, Integrated Services. The growth of DHS has been so rapid, changes are needed to organize differently. Dan summarized the handouts.
Clinic Services in the Jail: Dan Brattset summarized the need for clinical services in the jail/Huber Center. The Department heard and responded and created a series of expectations for licensed staff and clinics to develop a memorandum of understanding (MOU) with the jail to provide services. This will open the door to services within the jail. The process is expected to be created within six months.
Out-of-State Child Placements: Dan Brattset referred to the article distributed electronically. Discussion.
Outside Agency Requests Update: Dan Brattset discussed the outside agency process; as a result of the Finance Committee’s decision, the process will be the same as last year. Discussed process.
Wisconsin Act 184 – Sexually Violent Offender Housing: Sharon Boesl discussed the notice from the State; there are two offenders in Sand Ridge that are ready to be released to Sauk County. The Geographic Information System (GIS) app created by the County Mapping Department maps all the rules for placing offenders. A vendor from Minnesota will purchase property in Sauk County and place offenders through the State organization. Three properties meet the criteria for this vendor. The next step is for law enforcement to knock on the doors of the contiguous homes to these properties.
Next Meeting: The next meeting of the Sauk County Human Services Board will be July 8, 2019, at 3:30 p.m. in Room 213.
