Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4 p.m.
Roll Call. PRESENT: Patricia Rego, Valerie McAuliffe, Michelle Bushweiler, Joel Chrisler, Delmar Scanlon, Cliff Thompson, Eric Scheunemann; Via Zoom: James Bowers, Kristin White Eagle. ABSENT: None
4:01 p.m. Valerie McAuliffe and Eric Scheunemann arrived.
Others Present: Dan Brattset, Stephanie Box, Lori Dee
Discussion and Possible Action to Deviate the Order of Items on the Agenda as Necessary: No action taken.
Motion by Michelle Bushweiler, seconded by Kristin White Eagle, to adopt agenda. Motion carried.
Motion by Kristin White Eagle, seconded by Valerie McAuliffe, to approve the minutes for the previous Human Services Board meeting held on January 11, 2021, correcting the spelling of Kristen to Kristin on page two. Motion carried.

Director’s Report:
- Board Materials: Distributed electronically. Dan Brattset mentioned that Cassie Manson was unable to join us today but will be scheduled to present at a later date. Dan discussed the Family Centered Treatment (FCT) which is used for Youth Justice (YJ) families.
Business Items:
- Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by Cliff Thompson, to approve monthly vouchers for $1,136,606.25 and $680,932.31 totaling $1,817,538.56. Eric Scheunemann abstained. Motion carried.
- Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for December 2020.
- Discussion and Action to Approve Collection Requests: Motion by Michelle Bushweiler, seconded by Eric Scheunemann, to approve collection requests of sending 17 accounts for $15,222.50 to Credit Management Control. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the December 2020 Volatile line report.
- Discussion and Action to Approve 2020 Donations: Stephanie Box discussed the donations made to the Department in 2020 with the majority coming from the Wagner family ($15,147.76). Stephanie described the Wagner Fund history and rules for using those funds. Donations were down from 2019. Motion by James Bowers, seconded by Michelle Bushweiler, to approve 2020 Donations totaling $17,591.76. Motion carried.
Department Updates:
- Presentation: Baraboo Area Homeless Shelter – Cassie Manson: Cassie was unable to attend. Dan spoke of a meeting with Tim McCumber, Dan Brattset, and others, organized by Jennifer Erickson, where they discussed what to do about homelessness. Human Services does not have a mandate or funding to help the homeless. This meeting led to involving community stakeholders. Dan stated most funding goes to urban communities. Schools, law enforcement, other county stakeholders, and Central Wisconsin Community Action Council (CWCAC) are involved. Dan discussed the Housing First model where caseworkers work with landlords and assist homeless consumers with finding housing, finding a job, budgeting, becoming independent. Required to be in Sauk County for six months and have a desire to continue to live here. Dan stated wanting other partners to fund a social worker to be shared with other departments. Adding a social worker position to the budget and sharing the cost of the position with other departments will be discussed.
- Service Status: COVID-19: Staff continue to telecommute. Starting to discuss return to in-person services. Human Services is just under 50% vaccinated. Discussing what re-opening will look like. When weather warms up, staff can start meeting face-to-face outside again.
Next Meeting:
The next meeting of the Sauk County Human Services Board will be March 8, 2021, at 4 p.m. in the County Board Room 326A.
