Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by James Bowers to adopt agenda. Motion Carried.
Motion by Joan Fordham, seconded by Beverly Vertein to approve the minutes for the previous Human Services Board meeting held on November 9, 2015. Motion Carried.

- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report.
Motion by Joan Fordham, seconded by James Bowers, to approve monthly vouchers in the amount of $1,179,093.12. Motion carried.
- Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for October 2015.

e.Approval of 2016 State/County Contract for Social Services and Community Programs
- Resolution in Opposition to Senate Bill 326/Assembly Bill 429 Affecting Child Welfare Practice: Bill presented information related to a proposal from the Attorney General’s office requiring referral of cases of suspected or threatened child abuse or neglect to law enforcement, coordination of the investigation of those cases, and referral of those cases to the district attorney for criminal prosecution. Some referrals have no evidence and shouldn’t be referred to law enforcement nor does law enforcement want these. The legislative session is now out; attempts to negotiate changes will be made when they return to session. A number of counties are moving forward with a similar resolution. If approved, the resolution will go before the E&L Committee in January. The Bills were not discussed with DCF or the counties beforehand. It was brought up that reports to law enforcement become public information. Andrea Lombard urged board members to contact Attorney General Brad Schimel’s office to give input.
Motion by Tom Kriegl, seconded by Andrea Lombard, to approve Resolution in Opposition to Senate Bill 326/Assembly Bill 429 Affecting Child Welfare Practice. Motion carried.
- Medication Assisted Treatment Grant Vendor Selection and Update: Bill reported Tellurian was selected and met with them to discuss the budget. We are waiting for the grant money from the State. We cannot put the contract together yet so we are checking into getting a letter authorizing to start services. The nursing position candidate is ready to start and will be contracted through BrightStar. The nurse will conduct home visits to help individuals detox at their home. Contracting with Phil Robinson to get the CARE groups up and running. Ongoing groups will be administered by Tellurian.

Department Updates:
- WCHSA Fall Conference: Bill, Dan, and Andrea attended the conference. The theme was leadership. Our Trauma Informed Care (TIC) group is an example of leadership. Andrea spoke about the Wisconsin Child Practice model which has been improved by adding TIC.
b.Mental Health Services to Jail Rental Inmates
- Court Appointed Special Advocate (CASA) Program: A county supervisor proposed a budget change to include $50,000 of sales tax dollars be allocated to start up a CASA (Court Appointed Special Advocate) program to serve child abuse and neglect families. Social workers are in favor of the program. The money has been set aside. Columbia County is also interested but has not set aside money in their budget. Discussed working with Columbia County jointly. The $50,000 will either be in DHS or Register in Probate’s budget.
Ellen Allen from Hope House offered to be the host agency for primary staff person but cannot take on any costs. CASA workers are volunteers but there may be some reimbursement for mileage. Ellen stated Columbia County approached Hope House to seek support for the program as it aligns with the Hope House mission. Federal VOCA dollars will be released to the State and there may be other funding opportunities in the future.
- CJCC Drug Court: Dan stated Janelle Krueger put out a RFP for drug court to oversee drug cases. The deadline is in early January. Opiate use a big part with drug court participants. There is a gap in treatment services now. Tellurian will help get drug court up and running pretty quickly, working hand in hand with the MAT grant. Question was raised if CJCC is discussing 10 day drying out period being available at the jail. Dan stated it is difficult to use the jail in that capacity and said they would leave that up to the judges and Kevin. Sober house in Sauk City is for single women. Bill and Dan will discuss with CJCC. Social detox is like a CBRF—nobody would fund it. Plan to use nurse for home detox and stay engaged with the consumer.
- Netsmart/AVATAR Conference Report: Stephanie Box, Diane Shaw, and Sharon Boesl attended the conference. Each morning they had speakers who spoke on various issues including Medicaid and struggles the agencies have with reimbursement rate. They also learned clinician’s perspective on issues. One idea Stephanie would like to implement is a Help Desk for AVATAR questions similar to what our MIS department operates. She has met with Steve Pate to learn about their call tracking. The goal is to implement the Help Desk in 2016. We currently use laptops with air cards but will look at moving to using tablets.
Stephanie updated the progress with AVATAR. The clinicians are entering their own information into the system which will generate the billing.
