A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Board of Health Care Center Board Of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Highway Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Peper.
Present: Peper, Spencer, Schell, Flint, S. Detter, P. Gavinski, D. Carignan, S. Rehr and B. Miller.
2. Adopt Agenda.
Motion by Flint, seconded by Schell to adopt the agenda.
Motion Carried.
3. Adopt Minutes from Previous Meeting.
a. September 14, 2022 - Regular Meeting.
Motion by Schell, seconded by Spencer.
Motion Carried.
4. Public Comment.

5. Communications.
a. Update from Ad Hoc Building Committee.
Gavinksi updated the Committee.
b. WCHA Update.
Gavinski updated the Committee.
6. Discussion and Possible Action on Sight Distance at E7673 CTH H.
Gavinksi updated and will be looked at during the Fall Road Tour.
No Action.
7. Discussion and Action Approving Monthly Vouchers.
Motion by Schell, seconded by Spencer to approve monthly vouchers in the amount of $304,868.77.
Motion Carried.
8. Discussion of the Highway Department Monthly Report.
Gavinski updated the Committee.
9. Discussion of the Highway Department Monthly Financial Reports.
Gavinski updated the Committee.
10. Review of Highway Department 2023 Budget.
Gavinski presented the highway budget. General Transportation Aid came in $64,000 higher than expected which will be used for an intersection project in 2023.
11. Review the 2023 Routine Maintenance Agreement with Wisconsin Department of Transportation.
Gavinski updated the committee on the 2023 contract. The amount will stay the same, we are waiting on WisDOT to finalize the contract.
12. Discussion and Action on Representative for Review Committee for Local Bridge Program Proposals.
Gavinski discussed with committee. Brian volunteered to sit on the selection committee for Monday the 17th and Mike will volunteer if the meeting is the following week. Gavinski will get the meeting scheduled and update.
Motion Detter, seconded by Schell to approve Brian and Mike volunteering to be on the selection committee pending the date of the meeting.

13. Discussion on 2023 Winter Road School Registration.
Peper and Detter will attend Winter Road School at the Chula Vista on January 23 – 25, 2023.
14. Discussion on Setting a Fall Road Tour Date.
Saturday, October 29, 2022 7am, Log Cabin. Agenda items should be sent to Gavinski to add to the road tour.
15. Discussion and Possible Action on Commercial Driver’s License (CDL) Contract.
Motion by Flint, seconded by Schell to approve the CDL contract as presented.
Motion Carried.
16. Discussion and Possible Action on Highway Department Employee Policy Handbook.
Motion by Detter, seconded by Schell to approve the Highway Department Employee Policy Handbook as presented.
Motion Carried.
17. Discussion and Possible Action on Cattle Pass and Sale of Material Policies.
Gavinski discussed cattle pass and will bring back the sale of material policy. Motion by Flint, seconded by Detter to approve the Cattle Pass policy as presented.
Motion Carried.
18. Discussion on Excess Right of Way Sale CTH T.
Gavinski discussed and will bring more information back next month.
