Meeting of November 6, 2019

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Bychinski, Berlin, Riek, Lins, P Gavinski, S Neumann, Tom Hauge from Sauk County Conservation Alliance and Chuck Spencer from District 21.

Absent: Peper.

2.  Adopt Agenda.

P Gavinski suggested moving Item #9 after Public Comment.

Motion by Lins, seconded by Berlin with change.

Motion carried.

3.  Adopt Minutes of Previous Meeting.

a.  Minutes – Regular Meeting 10/9/19.

Motion by Bychinski, seconded by Lins.

Motion carried.

b.  Minutes – Closed Session 10/9/19.

Motion by Bychinski, seconded by Lins.

Motion carried.

4.  Public Comment.

Chuck Spencer commented the Highway Dept. with doing a fantastic job on Giese Park and was a great partnership between the County and Town of Baraboo.

5.  Communications.

a.  Update from Economic Development Committee.

            Airport Report.

K Lins – no update.

b.  Great Sauk State Trail Update.

P Gavinski updated – 2 small spurs to remove – discussions in place for the “Y” portion and right of ways.

6.  Review and Approve of October Vouchers.

October 2019 vouchers $514,352.23.

Motion by Bychinski, seconded by Lins to approve October 2019 vouchers in the amount of $514,352.23. 

Motion carried.

7.  Highway Department Monthly Report.

P Gavinski updated committee.

No action.

8.  Review Highway Department Monthly Financial Report.

P Gavinski updated committee. 

9.  Discuss and Approval of Deer Carcass Dumpster located at the Highway Department.

Tom Hauge – President of the Sportsmans Alliance discussed placing a dumpster at Baraboo Highway Shop outside of the fence, will be monitored by Sportsmans Alliance.

Motion by Lins, seconded by Berlin.

Motion approved.

10.  Discuss and Approval of Updated Local Bridge Program Application.

Motion made by Lins, seconded by Berlin to approve CTH W at 30 ft. and the 4 other bridges at 28 ft.

Motion carried.

11.  Discuss and Approval of Multimodal Local Supplement (MLS) Project Applications.

Motion by Berlin to approve applying for the MLS Funding Project and the most important use of these funds to the Highway Department, seconded by Lins.

Motion carried.

12.  Discuss and Approval of Purchases of Two Bin Conveyor.

Motion by Lins to approve purchase of the two bin conveyor for $13,000 and additional costs of up to $7,000, seconded by Bychinski.

Motion carried.

13.  Review and Approval of the 2020 Routine Maintenance Agreement with WisDOT.

Put on December Agenda.  State has not sent RMA yet.

14.  Discuss 2020 Wisconsin County Highway Association Road School Attendance.

K Lins and J Berlin will be attending.  P Gavinski will reach out to B Peper.

No action.

15.  Discuss Fall Road Tour Date.

a.  November 15, 2019 at Donnie’s Restaurant in Reedsburg at 7:30 a.m.

16.  Discuss Road Construction Projects for 2019.

P Gavinski said that big projects are wrapped up.

17.  Public Comment.

None.

18.  Next Meeting Date and Items for the Agenda.

December 11. 2019.

19.  Adjournment.
