1. Meeting called to Order by Chairman Dave Riek.
Present: Bychinski, Berlin, Riek, Peper, Lins, P Gavinski, S Neumann, Corey Brumbaugh and Paul Laree from Miron Construction.
Absent: None.
2. Adopt Amended Agenda.
Motion by Bychinski, seconded by Berlin.

a. Update from Economic Development Committee.
Airport Report.
K Lins updated committee on economic development update and airport report. Discussed outside agencies and the budget process.
b. Great Sauk State Trail Update.

6. Presentation from Barrientos on the Construction Management Approach to Building Delivery.
Miron Construction and Barrientos gave a presentation and discussed Design-Bid-Build versus Construction Manager.

September 2019 vouchers $504,712.69.
Motion by Bychinski, seconded by Berlin to approve September 2019 vouchers in the amount of $504,712.69.

10. Highway Department Monthly Report.
P Gavinski updated committee.
No action.
11. Review Highway Department Monthly Financial Report.
P Gavinski updated committee. 2019 expenses look to be on target for what was budgeted.
No action.
12. Discuss and Approve Possible Highway Department 2020 Budget Changes.
P Gavinski updated committee. No changes need to be approved at committee. GTA revenue levy was increased by $152,236. Will reduce the tax levy.
No action.
13. Discuss Compensatory Time for Highway Employees Starting in 2020.
P Gavinski updated committee and will bring policy back for committee approval which will go into effect January 1, 2020.
14. Discuss and Approve Baraboo Highway Shop Overhead Door Replacement Quotes.
P Gavinski received 3 Quotes for door replacements.
Motion by Lins, seconded by Bychinski to approve Overhead Doors for $15,350 + $1,000 for possible add-ons.
Motion carried.
15. Discuss Site Selection for the New Highway Facility.
Committee discussed. P Gavinski will discuss with Property and Insurance Committee re: Adhoc Committees and update them this far.
16. Discuss and Approve the Contract with Jewell for Engineering Services.

P Gavinski to revise and order signs.

18. Discuss and Approve Upgrades at the 4-way Stop at CTH DL and Bluff Road.
Motion by Lins, seconded by Berlin to approve 2 – 36” Flashing Stop Signs on CTH DL.

P Gavinski discussed with committee, will tour during road tour in November.

20. Discuss and Approve Signage for Trucks/Equipment Entering the Highway on CTH P.
P Gavinski will let Scott Construction know about signage. Committee approved signage on CTH P. Scott Construction to pay for signage.
