HIGHWAY COMMITTEE MINUTES

Meeting of October 9, 2019

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Bychinski, Berlin, Riek, Peper, Lins, P Gavinski, S Neumann, Corey Brumbaugh and Paul Laree from Miron Construction.

Absent: None.

2.  Adopt Amended Agenda.

Motion by Bychinski, seconded by Berlin.

Motion carried.

3.  Adopt Minutes of Previous Meetings.

Motion by Berlin, seconded by Lins.

Motion carried.

4.  Public Comment.

None.

5.  Communications.

a.  Update from Economic Development Committee.

            Airport Report.

K Lins updated committee on economic development update and airport report.  Discussed outside agencies and the budget process.

b.  Great Sauk State Trail Update.

N/A.

6.  Presentation from Barrientos on the Construction Management Approach to Building Delivery.

Miron Construction and Barrientos gave a presentation and discussed Design-Bid-Build versus Construction Manager.

7.  *Possible Closed Session Pursuant to Wi. Stats. 19.85 (1)(c) Considering Employment,Promotion, Compensation or Performance Evaluation Data of any Public Employee over which the Governmental Body has Jurisdiction or Exercises Responsibility. Performance Evaluation of Highway Commissioner.

Motion by Berlin, seconded by Bychinski.

Roll Call – Tommy Bychinski, Jean Berlin, Kevin Lins, Dave Riek, Brian Peper and Alene Kleczek Bolin.

Motion carried.

8.  Reconvene in Open Session Immediately Following Closed Session.

9.  Review and Approval of Vouchers.

September 2019 vouchers $504,712.69.

Motion by Bychinski, seconded by Berlin to approve September 2019 vouchers in the amount of $504,712.69. 

Motion carried.

10.  Highway Department Monthly Report.

P Gavinski updated committee.

No action.

11.  Review Highway Department Monthly Financial Report.

P Gavinski updated committee.  2019 expenses look to be on target for what was budgeted. 

No action.

12.  Discuss and Approve Possible Highway Department 2020 Budget Changes.

P Gavinski updated committee.  No changes need to be approved at committee.  GTA revenue levy was increased by $152,236.  Will reduce the tax levy.

No action.

13.  Discuss Compensatory Time for Highway Employees Starting in 2020.

P Gavinski updated committee and will bring policy back for committee approval which will go into effect January 1, 2020.

14.  Discuss and Approve Baraboo Highway Shop Overhead Door Replacement Quotes.

P Gavinski received 3 Quotes for door replacements.

Motion by Lins, seconded by Bychinski to approve Overhead Doors for $15,350 + $1,000 for possible add-ons.

Motion carried.

15.  Discuss Site Selection for the New Highway Facility.

Committee discussed.  P Gavinski will discuss with Property and Insurance Committee re: Adhoc Committees and update them this far.

16.  Discuss and Approve the Contract with Jewell for Engineering Services.

17.  Discuss and Approve Signage Prohibiting Horseshoes.

P Gavinski to revise and order signs.

No action.

18.  Discuss and Approve Upgrades at the 4-way Stop at CTH DL and Bluff Road.

Motion by Lins, seconded by Berlin to approve 2 – 36” Flashing Stop Signs on CTH DL.

Motion carried.

19.  Discuss CTH A and Stand Rock Road Intersection.

P Gavinski discussed with committee, will tour during road tour in November.

No action.

20.  Discuss and Approve Signage for Trucks/Equipment Entering the Highway on CTH P.

P Gavinski will let Scott Construction know about signage.  Committee approved signage on CTH P.  Scott Construction to pay for signage.

Motion by Bychinski, seconded by Berlin.

Motion carried.

21.  Discuss Speed Limits on CTH PF, CTH H and CTH G/K/S in Lime Ridge.

P Gavinski updated, waiting for a response from Corp Counsel.

No action.

22.  Discuss Fall Road Tour Date.

Tentatively November 1, 2019 7:00 am at Donnie’s in Reedsburg.

Rescheduled for November 15, 2019.

23.  Discuss Road Construction Projects for 2019.

P Gavinski updated committee.

24.  Public Comment.

Dave Leatherberry discussed sand and his mining operations.

25.  Next Meeting Date and Items for the Agenda.

November 6. 2019.
