Meeting of February 10, 2021
SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Peper.
Present in person: Peper, Bychinski, Spencer, Schell, Stevens, Carignan, Gavinski, Rehr, Garett Bloom (Fabick Caterpillar), Bob Fleming (SRR), Dan Fleming (SRR), Richard Fish (SRR), Terry Moll (SRR), Matt Stieve (SC Parks), Jeff Johnson (WRR), Jeff Freel (WRR), and Craig Potter (I State Truck Center).

Absent: None.
2. Adopt Amended Agenda.
Peper requested move item #6 Discussion and Possible Approval Amending the Sauk Co. Code Chapter 15 Ordinance to Add All Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on the County Highways after Public Comment.
Motion by Bychinski, seconded by Schell.
Motion carried.
3. Adopt Minutes from Previous Meetings.
a. January 13, 2021.
Motion by Schell, seconded by Spencer.

4. Public Comment.
Don Fleming commented on ATV Routes. Gavinski stated 75% of county roads are currently open to ATV routes. Other discussion was had about routes.
5. Communications.
a. Update from Economic Development Committee.
No updates.
b. Updates from Ad Hoc Highway Building Committee.
Gavinski gave update to committee.
6. Discussion and Possible Approval Amending the Sauk Co. Code Chapter 15 Ordinance to Add All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on County Highways.
Gavinski discussed routes/segments to be added and changes to signage. Gavinski said we are at a point with 75% of the county roads open and asked how the committee wants to move forward in regards to tying in segments with routes or opening up all county roads. This would require language in the ordinance changed. Signage would also have to be addressed as it would state which roads are closed, instead of which ones are open.
Peper stated he had some concerns about the route on CTH H/HH and CTH P.
Discussion also took place about townships that are not open and how that would affect them.
Motion by Schell, seconded by Spencer to open all roads in Sauk County except for the following (roads would be stated).
Motion carried.
Gavinski will send letters to the townships that aren’t open and get responses back from them, get the ordinance to corporation counsel for an update hopefully in March.
7. Review and Action Approving Governmental Buy Back Program for Western Star Quad Axle Dump Trucks.
Motion by Bychinski, seconded by Stevens.
Motion carried.
8. Review and Action Approving the Caterpillar Governmental Buy Back Program on Loaders, Backhoes, Dozers and Skid Steers.

Gavinksi updated committee. Snap On quote is $8,293.
Motion by Stevens, seconded by Bychinski.
Motion carried.
12. Discussion and Action on Quote for New Toolboxes.
Gavinski updated committee on the purchase of new toolboxes. No action needed.
13. Discussion and Action Approving Monthly Vouchers.
