6:00 PM – PUBLIC HEARING ON PROPOSED 2022 SAUK COUNTY BUDGET:  Pursuant to Wis. Stats. § 65.90, for the purpose of soliciting comments from the public regarding the 2022 Sauk County Budget.

1.  Convene Public Hearing on the proposed 2022 Sauk County Budget: Tim McCumber, County Board Chair.

2.  Budget Presentation:  Brent Miller, County Administrator and Kerry Beghin, Finance Director.

3.  Public Comment: regarding the proposed 2022 Sauk County Budget – 3-minute limit.  Turn in Registration Form to the County Board Vice-Chair. (Forms on table in gallery of the Board Room)

4.  Close Public Hearing:  Tim McCumber, County Board Chair.

SAUK COUNTY BOARD OF SUPERVISORS  

NOVEMBER 9, 2021                                                        

WEST SQUARE BUILDING, 505 BROADWAY, ROOM 326, BARABOO, WI

6:00 PM – PUBLIC HEARING ON PROPOSED 2021 SAUK COUNTY BUDGET:  Pursuant to Wis. Stats. § 65.90, for the purpose of soliciting comments from the public regarding the 2022 Sauk County Budget.

Chair McCumber announced that any minors whose parents are not present would not be allowed to speak during Public Comment.

Point of Order (Gibson) questioning the Chair’s decision as to whether the minors present should be prohibited from speaking.

Karen DeSanto, Executive Director, Boys & Girls Club of Wisconsin, notified Chair McCumber that each of the children had a signed permission slip from their parents, and that the Boys & Girls Club were acting as guardians on the parents behalf.  After taking that information into consideration, Chair McCumber allowed the minors to speak during Public Comment.

Staff present:  Brent Miller, County Administrator; Kerry Beghin, Finance Director; Brian Desmond, Corporation Counsel; Becky Evert, County Clerk; and Michelle Commings, Deputy County Clerk.

Resolution 92-2021 Creation Of New Positions In The 2022 Budget.  MOTION (Polivka/Deitrich).  VOTE:  AYES:  (29) Czuprynko, Spencer, Eberl, Rego, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr  and McCumber.  AYES (Virtually):  (1) Peper. NAYS:  (0).  ABSENT & EXCUSED:  (1) Kinsman.  Motion carried unanimously.  

TRI-COUNTY AIRPORT COMMISSION:

Resolution 93-2021 Authorizing An Easement Over Tri-County Airport Property For Water Drainage. MOTION (Polivka/Gruber).  Supervisor Nelson pointed out that the “Grantor” and “Grantee” terms were reversed on the addendum.  Corporation Counsel will make the corrections. VOTE:  AYES:  (29) Czuprynko, Spencer, Eberl, Rego, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint,Curry, White Eagle, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr  and McCumber.  AYES (Virtually):  (1) Peper. NAYS:  (0).  ABSENT & EXCUSED:  (1) Kinsman.  Motion carried unanimously.  

FINANCE COMMITTEE:

Resolution 94-2021 Approving The 2022 Budget And Establishing Taxes To Be Levied In Sauk County For The Year 2021 (Payable In 2022).  MOTION (Gruber/Czuprynko). 

Levy rate, including special purpose levies, of $3.85 per $ 1,000.00 ($0.47 decrease)
Total levy dollars raised of $30,894,764                                                                           

VOTE:  AYES:  (27) Czuprynko, Spencer, Eberl, Rego, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr  and McCumber.  AYES (Virtually):  (1) Peper.  ABSENT & EXCUSED:  (1) Kinsman.  NAYS:  (2) Gibson and Riek.  Motion carried.
