AYRES PROPOSAL - PROFESSIONAL SERVICES FOR CONCRETE REPAIRS TO THE DELTON DAM

Scope of Services
The revised scope of services is as follows:

A. DESIGN
1. Visit the site to inspect the failed wall and footing.
2. Utilize a GoPro camera for underwater viewing.
3. Prepare drawings, technical specifications, and an opinion of probably construction cost (PS&E).
4. Provide electronic copies of the draft plans, technical specifications, and opinion of probable
construction cost to the County for review.
5. Incorporate the County’s comments, prepare final PS&E, and provide final copies to be submitted
to WDNR for plan approval.
6. Prepare WDNR and U.S. Corps of Engineers Plan Approval application for Dam Repair or
Reconstruction and submit electronically on behalf of the County. We have included the current
dam approval fees charged by the WDNR in our fees. The current WDNR fees are $803.

B. GRANT APPLICATION
1. Prepare a Municipal Dam Grant application for submittal to WDNR for potential 50% cost sharing
of the project. We will prepare the application and submit to the WDNR for competitive grant
award consideration.
2. If awarded a grant, our services include coordinating with WDNR during bidding, construction,
and construction closeout, as required by the Municipal Dam Grant program.

C. BIDDING SERVICES
1. Prepare contract documents and assist the County in publishing the project for bidding.
2. Answer questions during the bidding period, and prepare addenda for the project if needed.
3. Assist Owner with the award of the project to selected contractor.

D. CONSTRUCTION PHASE
1. Provide construction administration and observation services to include providing one
construction observation trip, attending substantial completion site visit, approving payment
applications, processing change orders if needed, and assisting Owner with final contract
closeout.
2. Prepare a set of record drawings for submittal to WDNR and for the County’s use.
Responsibilities of Owner and Others
Owner will provide access to site, provide available drawings of the dam if needed, prepare a resolution
for the County to agree to pay local share of project costs (requirement of Municipal Dam Grant) and
provide proof of ownership of the dam (requirement of Municipal Dam Grant).
Additional Services
Additional services such as attending additional County meetings, additional construction trips, or other
services not included above can be provided. If these services are necessary, we will prepare a scope
and fee for approval by the County, before providing services.
Time Schedule
The Municipal Dam Grant application will be completed by the March 4th submittal deadline. The scope of
services parts A and B will be completed within 60 days of notice to proceed or following 60 days from
notice of grant award if the County prefers. Bidding and Construction phase services will be provided per
schedule dictated by receipt of plan approval and per selected contractor’s schedule.
Fee
50% of the services in the June 11, 2021 contract were completed and the County has paid Ayres $2,000
for this work. We will close the existing contract and perform the above services for an amount equal to
the direct labor costs times a factor of 3.2 plus reimbursable expenses and subconsultant charges. The
estimated cost of services is $20,000. We will not exceed an amount of $20,000 without your prior
approval.
Contract Terms and Conditions
Attached are "Contract Terms and Conditions" which will apply to the services, and which are
incorporated into this proposal by reference.
Acceptance
If this proposal and terms and conditions are acceptable to you, a signature on the enclosed copy of this
letter will serve as our authorization to proceed.
This proposal is valid until February 11, 2022 unless extended by us in writing.
