Sauk County's Hazard Mitigation Plan (HMP) requires renewal every five years. The current plan covered 2019 to 2024. In the fall of 2022, Wisconsin Emegency Management opened grant applications for those agencies whose plans were due to expire in the next 18 months. The match grant requires Sauk County to pay 25% of the total costs. The grant allows for the use of contracted services to update the current plan. Previously Sauk County contracted with Tim Schwecke of Civi Tek Consulting LLC. 

At time of grant application, we contacted Civi Tek about the costs of updating the plan. The grant application required contracted costs and a detailed plan of work timeline that had to match FEMA requirements. Civi Tek contracted costs were $29,800. This cost was well within grant suggested guidelines and below average costs submitted by other counties. 

The application was submitted requesting total BRIC Funds of $34,188.88, Federal is $25,641.66 and the county match is $8,547.22. The additional costs over Civi Tek cover meeting room charges, printing, postage, local offficial meeting fees, room rentals and Deputy Director HMP admin costs. 

The application required meeting with Administration, Brent Miller and Finance, Lynn Horkan to discuss that grant and get required signed documentation. After submission, the anticipated date for beginning work was Spring of 2023. In the Spring Sauk EM was notified that application approval was delayed until the summer of 2023. In July 2023, the application was approved but funding was delayed until September of 2023. In September, Sauk EM was advised that funding was delayed indefinitely, even though our current plan was due to expire in May of 2024 and our plan of work 18 month timeline was now substantially hindered. On October 2, 2023, BRIC funding was approved and work could begin.

Civi Tek then submitted the attached contract for review and approval.  The 2024 budget includes the costs of this grant and the County's match. Costs have to be paid upfront while work is ongoing and will be reimbursed up to 75% by FEMA.
