Mission Statement: Recruitment, development & support of employees; ensure fair & equitable treatment of applicants, employees, elected officials & citizens of the County. Ensure compliance of policies, Federal, State and local government laws. To advise, recommend and implement Personnel policies; to provide policy and bargaining contract interpretations and advice as requested.

Recruiting, developing, and retaining quality employees for the thirty-one County departments. Functions of the department include, but are not limited to, the following: staffing analysis; employee recruitment and selection; policy development and implementation; employee relations; negotiation and contract administration for three collective bargaining units; salary, benefits and leave programs; employee/personnel records and data; employee/supervisor training and development; administration and compliance monitoring for affirmative action equal employment opportunity (EEO), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), and other regulatory guidelines.
