Others Present: Tim Stieve, Kevin Stieve, Phil Raab, Josh Kowalke, Kevin Fults, Richard Meister, Tim Becker, Chris Blood, Kathy Schauf

1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, second by Sinklair to approve agenda. Carried.
3. Approve minutes: Motion by Sinklair, 2nd by Hartje to approve meeting minutes from May 5th, 2011, meeting. Carried.
4. Public Comment - None.
5. Communications – None other than the one sent with the agenda
6. Business Items:
a. Update on Towers
i. Courthouse Tower. Work completed on Courthouse. Starting to make rounds to do
maintenance on all towers. Phil noted the bad circuit board on generator at Spring Green.
ii. Narrowbanding: Phil noted we are still planning on a window of June through August of
2012 to complete narrowbanding in the county. Phil anticipates that we will most likely
need to add transmitters for the Highway, Sheriff and Fire & EMS channels.
iii. Update on MABAS/IFERN Grant. Phil noted we did not get the IFERN Grant due to the fact
that we did not have some other equipment for the MARC repeater. Tim Becker noted his
department received a grant for the multiplexers to connect the PD to Happy Hill.
iv. Discussion of policy for Backup Communications Center. Kevin Fults address the policy. Sheriff’s Department is continuing its work on the policy. Reedsburg would most likely be
the immediate back up and then the EOC would be utilized in a longer term situation. No
specific completion date was noted.
b. Update on Fiber
i. EDA Grant: Still waiting for permits from about half the communities that we need them
from. Some issues with the requirements to obtain permits, Tim noted one community has wording we do not believe would be accepted by the EDA thus we may have to alter our routes and stop fiber at the Village lines in these case just so we can move forward. Motion by Sinklair, 2nd by Hartje that we set a deadline of July 14th to get these permits or make the proper changes so that we can move forward. Carried.
ii. Fiber to the Highway Department. Project is out for Bid. Will need to have a joint
Committee meeting with Highway, Property & Insurance and CIC prior to County Board.
iii. Wisconsin DOT discussion on fiber. Met with both the DOT & WiscNet but have not come
up with agreement. Neither the DOT nor WiscNet want to pay a monthly fee, thus they are
requesting the fiber at no cost. Tim will work on developing an agreement but not sure what
that should be or if it will create other issues.
c. Report from Fire, EMS and Police Representatives.
Fire – working on monthly MABAS testing.
No report from EMS.
No report from Law Enforcement.
7. Next regular meeting is tentatively scheduled for August 4th, 2011 at 8:00 a.m.
