Chair Krueger called the meeting to order at 6:00 P.M. and compliance with the Open Meeting Law was verified. Motion by Tollaksen, seconded by Hartje to approve the agenda. Motion carried. Committee and staff members introduced themselves.
Chair Krueger reviewed the proposed redistricting timeline with Committee members, further noting the County Board has adopted a resolution in support of maintaining a 31 member Board. Krueger reported several County representatives had recently attended a WCA sponsored seminar dealing with redistricting issues and elaborated on the WISE-LR software which will be used to assist in drawing boundary lines. Kelly Felton, County Cartographer/Land Information Officer, gave a brief explanation of how census data will be entered into the system and used to populate supervisory districts.
Committee members covered the guiding principles of redistricting and reached a consensus on establishing guiding principles for the group which are consistent with Wisconsin Statutes, Section 59.10(3), emphasizing equal population, compact and regular shape/size, and are contiguous. Following receipt and input of initial population data, expected to arrive around April 1st, Felton and Clerk Mielke will review initial boundaries created, review same with city municipal clerks, and be prepared to present a plan for consideration at the next meeting.
Motion by Sherman, seconded by Ashford to approve the following meeting dates:
Ad-Hoc Committee on Redistricting: Wednesday, April 20, 2011 @ 6:00 P.M.
Ad-Hoc Committee on Redistricting: Wednesday, April 27, 2011 @ 6:00 P.M.-if required
Public hearing & Sauk County Board of Supervisors to consider draft redistricting plan: Tuesday, May 17, 2011 @ 6:00 P.M. Motion carried.
Motion by Hartje, seconded by Tollaksen to adjourn. Motion carried and the meeting adjourned at 7:00 P.M.
