Sauk County Planning, Zoning and Land Records Committee Meeting
December 28, 2010
Committee Members Present: Ashford, Gaalswyk, and Halfen.
Others Present: Mark Steward, Mary White, Steve Pate, Brian Simmert, Pate Dederich and Steve Herritz.
In the absence of Chairman Lehman, Vice Chair Ashford called the meeting to order and compliance with the open meeting law was certified.
Ashford stated that the Chair had requested discussion on item 9.e., Discussion on Departmental Fee Schedule, be postponed until the January meeting. Motion by Halfen, seconded by Gaalswyk to adopt the agenda with that change. Motion carried 3-0.
Motion by Gaalswyk, seconded by Halfen to approve the minutes of the November 23 and December 9, 2010 meetings with one word being changed on the December 9, 2010 minutes.

Mr. Steve Pate gave the Committee the departmental report for the Mapping Department in the absence of Kelly Felton. Moving Felton into the Treasurer's Office was working very well. Pate reported on previous month's issues and upcoming projects. Hours spent on department requests and projects were discussed.
The Mapping Department's monthly vouchers were reviewed. Motion by Gaalswyk, seconded by Halfen to approve the vouchers in the amount of $10,213.60. Motion carried, 3-0.
The Register of Deeds' monthly report was briefly reviewed. The Committee then reviewed the vouchers in the amount of $5,210.69. Motion by Gaalswyk, seconded by Halfen to approve the vouchers. Motion carried, 3-0.
Brian Simmert then appeared and reviewed a proposed Agricultural Enterprise Area in the Town of Fairfield. The Town Board approached the department about setting this area up. This was a way for the town to take advantage of the working lands initiative. It would provide a tax credit to the property owners. Every property owner in the township was contacted regarding this program as well as part of Columbia County. Columbia County didn't seem to be interested in the program. The property involved is mainly drained marsh land. Applications need to be in to the State in February. Staff was planning to meet with the County Board and explain the program. A resolution from the Land Conservation Department and Planning and Zoning will be prepared. There are nine interested owners, only five are needed to apply to the state.
Planning and Zoning vouchers were then reviewed. The payment to Oakwood Forestry was discussed. The Committee will take a look at the easement guidelines and perhaps come up with administrative rules to handle any future requests. Motion by Ashford. seconded by Gaalswyk to approve payment in the amount of $1,525.50. Motion carried, 3-0.
Pat Dederich, County Surveyor, appeared with his vouchers. Motion by Halfen, seconded by Ashford to approve the vouchers in the amount of $1,600.00. Motion carried, 3-0.
A report on monumentation payments was reviewed. Monumentation and setting corners was discussed.
The next item was a discussion and possible action on a conditional use permit to create a Farm Consolidation Lot of 2.95 acres in S29 and 30, T12N, R4E, Town of Reedsburg, Sauk County, for Steven Herritz in accordance with the provisions contained in Sauk Co. Code § 7.05B(2)(c). Simmert appeared, along with the owner, and gave the background for the request. The property owner gave reasons for the request. Conditional use permit standards were read and answered affirmative. Motion by Ashford, seconded by Halfen to approve the request. Motion carried, 3-0.
Steward then reported on the December BOA hearing. This was a case involving the Brad Palmer and James Nero properties. A dam on the property needs to be removed by February.
The department's fee schedule will be discussed at the next meeting. Next meeting is scheduled for January 13, 2011.
Motion by Halfen, seconded by Gaalswyk to adjourn. Motion carried, 3-0. (10:15)
