The meeting was called to order at 5:30 p.m. by Stoeckmann. Certification of the open meeting law was noted.
Moved by Stehling, second by Haugen to approve the agenda with the change to the adopted meeting minutes for October 14, 2009.
Motion carried.
Moved by Brown second by Stehling, to adopt the minutes of the October 14, 2009 Public Health Board meeting.
Motion carried.
Communications: Bodendein distributed the quarterly publication of the National Association of Local Boards of Health and the Medical College of Wisconsin Injury Policy Brief regarding Graduated Licensing.

Business Items for Discussion and/or Action:
- Moved by Stehling, second by Clement to raise the fee for fluoride tablets and liquid to cover the cost of the product to $5.00 noting that anyone who is unable to pay would be offered the product at a sliding fee rate by ability to pay.
- Verbal report of the Wisconsin Department of Health Services 140 review given by Bodendein. Southern Region Director Mary Young will send written results in next couple of weeks. The review was held on December 4, 2009 and there were no deficiencies found. Sauk County Health Department will continue to operate as a Level II Health Department.
- John Mckenna of Spring Green gave a presentation on the concern of contaminated ground water in the Spring Green area that is causing a higher than normal level of cancer in people living in the area. Mr. McKenna had three goals for his presentation: 1). to raise awareness of known pollution of ground water in the Town of Spring Green; 2). bring to the attention to the Public Health Board the health effects of the polluted ground and; 3). to begin a continual exchange of information and discussion of the known impact of the polluted water and to have a "point of contact" with in the Public Health Department.
- Bodendein updated the board of the continued activities of the Health Department in vaccinating the residents of Sauk County . The Wisconsin Immunization Registry report on vaccination from September 1 to December 30, 2009 was given to the board. The second dose of vaccine is currently being given in the schools to children under 10 years of age. Community Clinics are planned for January and open to anyone wanting to receive the H1N1 vaccine. The Board brainstormed on how to reach and vaccinate disparate populations.
- Sauk County will be in a Multijurisdictional Tobacco Coalition with Juneau , Richland , and Adams counties. Juneau County is the fiscal agent and interviews for a coordinator will be held on January 20, 2010.
- Sauk County Public Health Department has hired and will manage the Southern Region Preparedness Coordinator. The coordinators name is David Nunley MPA, and he will be working with the 16 counties in the Southern Region.
Department updates:
- Financial and monthly reports reviewed for October, November and December 2009. Lengthy discussion ensued regarding the future of the Home Care program.
- Motion by Brown and second by Kriegl to approve the October 2009 invoices of $22,115.67

- Motion by Stehling and second by Clement to approve the November 2009 invoices of $28,438.63

- Motion by Brown and second by Stehling to approve the December 2009 invoices of $28, 680.65
Motion carried.
- WPHA/WALHDOB Legislative Update presented by Haugen. Encouragement was given to the board to attend the Annual WPHA/WALHDOB meeting in May. Discussion ensued regarding the Pickling Bill and the Raw Milk Bill in the legislature.

- Strategies for retaining the home care program and the effects of the program on other programs in the county.
- Report from Stehling on the Continuum of Care committee.
- Women, Infants and Children annual report by Smidl

Motion by Stehling and second by Clement to adjourn the meeting. Motion carried. The time was 7:30 p.m.
