Committee Members Present: Ashford, Gaalswyk, Lehman, Netzinger and Blakeslee.

Others Present: Mark Steward, Mary White, Brian Simmert, Brent Bailey, Steve Pate, Marty Krueger and Gus Pfeiffer.

Chair Lehman opened the meeting and compliance with open meetings law was certified.

Motion by Gaalswyk, seconded by Ashford to adopt the agenda as presented. Motion carried, 4-0.

Netzinger joined the meeting. Motion by Gaalswyk, seconded by Blakeslee to approve the minutes of the December 8, 2009 Committee meeting. Motion carried, 5-0.

Public Comment: None.

Communications: None.

Steve Pate, Mapping Department appeared and distributed his monthly report. Flow of maps between mapping and property lister was discussed. It is not a streamlined process and has always been done this way. Paper maps are a problem. The departments are working on an alternative process. It was decided that the oversite committees need not be involved in this process. County wide assessments were briefly discussed. Output measures were reviewed. Vouchers were reviewed. Motion by Ashford, seconded by Netzinger to approve the vouchers for the Mapping Department in the amount of $85.00. Motion carried, 5-0.

Brent Bailey, Register of Deeds, appeared and gave his report. Numbers of documents recorded were reviewed. Revenue projections were briefly discussed. Vouchers were reviewed. Motion by Gaalswyk, seconded by Ashford to approve the Register of Deeds' vouchers in the amount of $5,088.89. Motion carried, 5-0.

Pat Dederich, County Surveyor, called and stated he would not be in attendance this morning.

Planning and Zoning Department vouchers were reviewed. Motion by Gaalswyk, seconded by Blakeslee to approve the vouchers dated 12/31/09. Motion carried, 5-0.

Ordinance amendments as they pertain to junk and junkyards were discussed. There is no ordinance wording relating to junk and junkyards, except the definition, in the ordinance. The ordinance as it relates to the Town of Excelsior was discussed. Locally adopted public nuisance ordinances were discussed. Junkyards are a local problem, but the Committee needed to support the towns. The entire process would not work if there was a weak link. It was suggested that this item should be taken to the Towns Association meeting for their input. This Committee would take the lead on this project. The Town of Excelsior should contact other towns to see if there was county wide interest. The Committee would like to review a draft ordinance. Krueger will contact the Towns Association to make arrangements to get this on their next agenda.

Steward joined the meeting and gave a brief report to the Committee regarding the Birkemeier court hearing. The case probably will not be decided until the end of February.

Discussion followed on a rezoning conversion fee. Fees would be put into the ordinance instead of being placed on the fee schedule. This fee is required by state statute and the money would be turned over to the state. The program takes effect on January 1, 2010. Motion by Netzinger, seconded by Blakeslee to move this on to a public hearing. Motion carried, 5-0.

PUBLIC HEARING

The petition to be heard today was to rezone certain lands in the Town of Sumpter, County of Sauk, Wisconsin, from an Agricultural to an Exclusive Agricultural Zoning District. Lands to be affected by the proposed rezone are located in Section 24, T10N, R6E, Town of Sumpter, Sauk County, Wisconsin. Said parcel to be rezoned contains 80 acres more or less. Lands are owned by Terry & Laura Hanson.

The Committee introduced themselves and the public notice was read.

Brian Simmert appeared and gave the background on the request as well as the recommendation of approval.

Gus Pfeiffert, representing Relyco, Inc. appeared. Relyco is the company that replaced the road.

Blakeslee asked if the county keeps records on a map of reclamation sites, with pictures before and after reclamation. Simmert responded the department doesn't take pictures over a period of time.

Seeing no one else wished to speak the public portion of the hearing was closed at 10:20.

Motion by Gaalswyk, seconded by Ashford to approve the rezone as requested. Motion carried, 5-0.

Motion by Ashford, seconded by Netzinger to adjourn. Motion carried, 5-0.
